
Russia and the League of the Arab states (LAG) agreed to create a forum of cooperation and at the first meeting to discuss the situation in Syria. The first meeting of the forum should take place before the end of 2012 in Moscow. The meeting will take place at the level of foreign ministers. The priority of the negotiations will be paid to the Syrian crisis, the Russian Foreign Minister Sergei Lavrov said on Monday night following negotiations in Cairo with the UN specialist and Lag on Syria Lahdar Brahimi.
"We are worried about the consequences of this crisis for other countries of the region. We agreed that the Syrian crisis cannot have a military decision," said the head of the Russian Foreign Ministry.
He said that the international community must decide on priorities, and if the priority is to save people, then everyone should force participants in the conflict to stop violence and sit down at the negotiating table, RIA Novosti reports.
Lavrov noted that Russia works with all aspects of the conflict, including the opposition, on the basis of Geneva agreements. “Unfortunately, other participants in the Geneva meeting moved away from Geneva agreements,” he said, expressing the hope that participants in the Geneva discussion will return to the agreements reached.
The meeting in Geneva took place on June 30, five permanent members of the UN Security Council and some of the state neighboring Syria took part in it. The commander, adopted following the results of the meeting, recommends that the transition government create in the country. It is also assumed to revise based on the national dialogue of the Syrian constitution. After the establishment of a new constitutional order, it is supposed to hold multi -party elections and form new government agencies. Moscow repeatedly called on the UN Security Council to approve the Geneva Communist of the "Acts of Acts" in Syria.

Sergei Lavrov also sharply criticized the Western countries for a position on the Syrian issue. He accused them of trying to aggravate the situation to change the ruling regime. According to the diplomat, for this they want to conduct a resolution beneficial for themselves through the UN.
At the same time, according to the minister, the settlement of conflict in Syria does not require resolutions, RBC reports. It is enough to call on all the warring parties to the dialogue. In the meantime, this is hindered by calls to the rebels to continue the struggle and promises of the change of regime in the country.
Lavrov also denied the presence of any secret negotiations with the United States about the fate of President Syria Bashar al-Assad. “We are never conducting secret negotiations on the fate of third countries. We have no secret contacts with the Americans about the deal about the fate of Syria President Bashar al -Assad,” the minister emphasized, answering the corresponding question. “We do not protect specific characters, we care about the fate of the Syrian people,” the head of the Russian Foreign Ministry added.
Earlier, a number of statements regarding the situation in Syria were made in Cairo by the deputy head of the Ministry of Foreign Affairs of the Russian Federation Mikhail Bogdanov. In particular, he noted that Moscow is ready to consider the issue of placing UN observers and peacekeepers in Syria.
In addition, Bogdanov said that Ankara proposes to create a new tripartite format for resolving a crisis in Syria as part of Turkey, Russia and Iran, and Moscow supports this initiative. The deputy head of the Ministry of Foreign Affairs of the Russian Federation also emphasized that Russia supports the initiative put forward by China about the possibility of a phased ceasefire in Syria.
The armed confrontation between the authorities and the opposition in Syria has been continuing since March 2011. The country was among the states that were covered by civil unrest, which later received the name "Arab Spring".
Initially, the actions of the opposition, with rare exceptions, were peaceful, but after they grew into an armed conflict with government troops. The regime of Bashar al -Assad initially tried to force the opposition to abandon his demands, and then come to the consensus regarding political reconstruction.
Anti -government forces accuse Assad of cruelty and the use of weapons against civilians. In turn, the official Damascus claims that, under the cover of political demands in the country, the "gangs of armed terrorists" supported by the United States, Turkey and the monarchies of the Persian Gulf.
According to the UN, more than 20 thousand people became victims of the conflict in Syria. According to some estimates, the number of victims has already exceeded 35 thousand people.
