“Political Baptism” did not forget to affect: in 2002-2003, Andrei Vorobyov worked in the Federation Council (where his father is now working as deputy chairman), and already in 2003 he became a deputy of the State Duma and immediately the deputy leader of the faction, and since then, until the last day, three convocations, he did not stop being a deputy. And besides, from 2005 to 2012 he headed the Central Executive Committee of the United Russia party, until he became the head of the faction in February.

I must say that the head of the United Russia faction was chosen very difficult. In the last convocation, Boris Gryzlov combined the posts of the speaker of the Duma and the head of the YP faction.

In the new VI convocation, when it was decided to “dissolve”, at least outwardly, the speaker of the lower house from the party Work , as the head of the faction, needed the most loyal, disciplined performer.

Party heavyweights from among the deputy corps at that time were either loaded with work, or were not suitable for this post due to excessive independence.

The opposition gained strength after the elections, depriving the “EP” of the constitutional majority, and the party members in the Duma demanded maximum discipline. Andrei Vorobyov was then considered the best candidate, but as soon as he went up to the course of business, a little to get comfortable, and now the “godfather” replaces his “godfather” at the governor's post.

And there is no doubt who, in this situation, whom Putin recommended.

But what about the Duma?

This is now not very important Andrei Vorobyov, and rumors that he was “temporary” has gone since it became known that Shoigu was leaving the Ministry of Emergencies. At first they thought that Vorobyov would be headed by the ministry, then - that would become a murmansk governor.

It is apparently to organize deputy discipline, which has recently become vice speaker of the lower house Sergei Zheleznyak. Other "heavyweights" are not suitable.

Andrei Isaev, according to rumors, is not too disciplined for this work. Sergey Neverov - Secretary of the General Council of the party and in his work was in demand, and in an interview with Polit.ru said he did not see himself in this post. The first vice speaker of the State Duma Alexander Zhukov would look good as the head of the EP faction, but he will hardly leave his business in the OKR at the threshold of the Olympics for this.

Surrounded by Zheleznyak himself, the receipt of the post of head of the faction is considered quite possible.
