So call it: an honest official or an example for everyone. Yes, yes, reward those who simply honestly fulfill their duties. And a million dollar bonus. Let them compete to see who is more honest. Maybe this will be an incentive. The longer you work honestly, the higher the likelihood that you will receive the bonus. Understanding that you will be examined under a microscope before being handed over, you will try not to allow even the thought (from colleagues, citizens) during the entire time of work that you are capable of bribes.
