A town hall meeting was held to discuss tax increases for next year. I am glad that the mayor's office refused to submit to the meeting the initial project to increase the land tax for gardeners. In the proposed project, which was submitted to the budget commission, the increase was “hidden” behind the words “0.4 replaced by 0.8,” which meant an increase in the tax on summer cottages by 2 times (for a standard plot of 6 acres from 240 to 480 rubles).
Even the explanatory note said nothing about him. After my speech at the budget commission, the commission itself voted against it, and as a result, the mayor’s office decided not to submit these changes to the municipality at all.
As for outdoor advertising, the single tax rate on imputed income was increased almost 7 times. This decision seems extremely controversial to me. If now all outdoor advertising pays UTII 16 million to the city budget per year, then at the new rates it must pay 76 million. Either there are such wild excess profits, or it’s just killing business and redistributing the market.
Another thing is surprising: I did not hear clear and killer arguments either from Dmitry Kuzmin, deputy and owner of Two Elephants, or from deputies advocating for an increase. It feels like everyone is leaving something out.
Personally, I came up with another version - a political one. With this decision, United Russia brings advertisers to their knees before the upcoming elections to the regional Duma and opens up opportunities for bargaining. The fact is that the municipality can no longer increase UTII starting tomorrow, but it can lower it. But Kuzmin, Kovinsky and Lerner will no longer have to negotiate with Evgeny Urlashov, but with Pavel Zarubin.
I don’t know whether this was done intentionally or not, because, as it seemed to me, at the budget commission the proposal to increase rates not by 3, but by 7, was made somehow spontaneously. But in fact, this is exactly how it turns out.
