Citizens will be offered to pay 15% of the cost of overhaul

The government agreed and introduced to the State Duma amendments to amendments to the Housing Code and the Law on Housing and Public Utilities Fund, fixing the new structure of overhaul of high -rise buildings. Documents will oblige citizens to pay 15% of the cost of work (now - 5%) and sharply reduce the participation of the federal budget. According to Kommersant , the system will completely begin to work in 2014, and in 2013, financing of repair programs will wait at times.

As the newspaper recalls, the White House decided to save the federal budget from part of the load caused by obligations to overhaul high -rise buildings at the beginning of 2011. When developing the system, the Ministry of Regional Development involved the creation of regional capital repairs and consolidation of the obligation of citizens to transfer funds in them. It was assumed that up to two -thirds of the severity of funding funds would fall on citizens . At the same time, the houses in need of repair should have stood in a common regional queue.

Changes in the residential complex were adopted in the first reading on June 8. However, the preparation of the bill for the second reading, November 23, caused a number of disputes - in particular, the reduction of federal funds allocated for these purposes involved an increase in regions from 30% to 50-70%, which caused protests of the authorities of the subjects. Due to the need to resolve this issue, the deadlines for amendments to the second reading of the bill were postponed twice.

The latter, agreed in the White House, the option of amendments describes the estimated burden on citizens as “at least 15%” of the volume of regional overhaul funds. The remaining 85% financing of overhaul of high -rise buildings will be divided between the subject of the Russian Federation and the federal center. At the same time, "the subject's obligations will amount to 35% to 70% of the required amount depending on the level of its budgetary security, and the Housing and Public Utilities Fund will take over the rest," the source of the publication in the state corporation said.

The dispute of the regions and the government about the share of the participation of subjects in the overhaul programs was caused by a sharp restriction of the financial capabilities of the housing and communal services fund: for the next three years, financing of repair programs is 18 billion rubles (6 billion rubles a year) - in recent years, the state corporation spent 20-30 billion rubles for these programs. Considering that the first receipts of citizens' payments to regional funds will begin in 2014, in 2013, the overhaul programs await a multiple reduction in cash receipts.

Among the details of the project, it is worth noting the accounting of the public suspicion of the possibility of embezzlement of regional funds. Amendments to the second reading of changes in the residential complex now suggest the participation of federal authorities in the control of regional funds of funds - this will be engaged in the necessary powers of Rosfinmonitoring.
