He was the first to visit the activist of the Left Front Leonid Razvoszhaev in the pre -trial detention center exported by the Russian special services from Ukraine and stated that he had not discovered traces of torture. Later, his colleagues on the public observation commission, monitoring the observance of human rights in places of compulsory maintenance (PMC) Valery Borschev, Zoya Svetova, Lyubov Volkova and Lidia Dubikova, also visited Razvozhaeva, said that they were torture, and refused to sit down with Tsvetkov at one table on the Raining TV channel .
Tsvetkov is known for his radical sentences, for example, isolate one of the defendants in the “swamp case” of Maxim Luzyanin from society, or transfer responsibility for the disobedience of the police from the administrative category to the criminal. Tsvetkov accuses Mikhail Fedotov of falsification of elections to the HRC, where he ran for, but did not go through the primary selection, and at the same time he intends to achieve the exclusion of some of his colleagues in the PMC from the commission, accusing of PR and hinting that they are corrupt. Being a human rights activist, Tsvetkov does not hide his dislike for the participants of the Strategy-31 and periodically performs on the side of law enforcement agencies: his organization defends the former deputy chief of Butyrka, accused of Magnitsky and a police officer, who claimed that he was bitten by Harry Kasparov.
Anton Tsvetkov is included in an incredible number of public organizations. He is a member of the Presidium of the Public Council of the city of Moscow-the chairman of the Commission for the Protection of the Rights of Citizens and their associations, the interaction with law enforcement and judicial authorities, as well as the head of the intercomssial working groups for public control over the implementation of state programs of the city of Moscow: "Development of the transport system for 2012-2016" and "Safe City for 2012-2016"; Chairman of the Public Council in the Office of the Federal Bailiff Service in the city of Moscow; Deputy Chairman of the Public Council under the Main Directorate of the Ministry of Internal Affairs of Russia in the city of Moscow; Chairman of the Public Council at the Internal Affairs Directorate of the Central Internal Affairs Directorate of the Ministry of Internal Affairs of Russia in the city of Moscow; member of the Public Council under the Main Directorate of the Ministry of Internal Affairs of Russia for the Central Federal District; member of the Public Council in the main command of the internal troops of the Ministry of Internal Affairs of Russia; member of the Union of Journalists of Russia and even the head of the working group "on public control and improvement of the ticket distribution system to the Bolshoi Theater."
- You are included in a huge number of different tips and commissions, and now you still want to become a member of the HRC (Council for Human Rights under the President - approx. Ed.). Why do you need so many organizations? This is so much work.
And you ask everywhere, and you will be surprised to learn that I am the most active there, well, or one of the most active. I like it, I'm just interested in everything. Look at the vaunted HRC, which should take care of human rights. Fraudsters! Of the 180 applications, 100 were rejected at the stage of the working group. You know my application why they rejected? On formal grounds: they threw out of it my consent to the processing of personal data. And we have an audio recording: our employee called there and they told him that everything is in order with our documents. Fraud? Fraud!
It is clear that I will enter the HRC, this is not even discussed, several of our people have entered there. Now we have dragged there Broda (the director of the Moscow Human Rights Bureau, Alexander Brod, was excluded from the list of candidates for membership in the HRC, which was due to which he announced a hunger strike as a sign of protest . As a result, Vladimir Putin agreed to include him in the Council), the picket was exhibited uniform. By Broda is only the first step. Why do I need the HRC? They do nothing for officers. Of course, we solve these problems without HRCs: something, but my posts are up to a fig.
- Why do you want your colleagues in the Moscow PMS - Borshchev, Svetov and others to be fired?
Yes, I don't want anything. I want them to fulfill their duties. A member of the PMC is not right, it is a duty. I will do everything to throw out any person who will abuse his rights. By the way, I recommended them all, all 20 people. I am in the Moscow Public Council - Chairman of the Commission for the Protection of the Rights of Citizens and their associations on relations with law enforcement and judicial authorities, so I recommended these people as members of the PMC. They are all agreed with us.
“And what, you will no longer recommend them?”
I don’t know whose recommendations will be needed at that time. My actions for now - to call them to the truth. You ask why they only go in the 159th ("Economic", 159th article of the Criminal Code-fraud-approx. Ed.) And by political? Why don't they go to ordinary ones? So I go to everyone. I do not take a penny for services.

I am a member of the Union of Journalists for ten years and I am proud of it. But I do not use it for some of my own purposes. There was a lot of criticism from the group of persons that I gave on Razvozhaev only the information that concerned the pre -trial detention center. But these are my functions - to check what concerns the pre -trial detention center. There are journalists, lawyers for other functions ...
- And you were not surprised by how Razvoszhaev was there? By that time, everyone already knew that he disappeared in Ukraine.
In Moscow, about 8-9 thousand people are daily in places of imprisonment. And each of them says that he is innocent. I am not an investigator to identify whether he is guilty or not.
- In this case, it is not about guilt or innocence.
And each of them says that he is illegally detained. I have no right to disclose information about the investigation.
- In other words, you knew how he got there, but decided not to say it?
In other words, he told me a lot of things, but I cannot comment on you, because it does not concern his rights in the places of his content. And so we talked about 45 minutes. I also see where and how to use the information. I can not bring it to society, but if, for example, I see that neither the investigator nor the lawyer comes to a person for three months - we will ask why the investigation abandoned him.
-Some incomprehensible people grab some Russian citizen in a neighboring country, they are being taken somewhere, something happens to him these days, and you are only interested in how they treat him in jail?
I ask questions. So they say that a person spent two days with tape in his arms. I examine my wrist: he has the same average hairy as mine: all the hair is in place. They say that his handcuffs were worn on clothes, but everyone knows that handcuffs cannot be put on clothes - a person can easily be free. Further: a person says that he spent two days without food and water and he was not allowed into the toilet. If this were so, he would simply not let him in the UK, they would say: "Get wash!" Razvoszhaev is not a blacksmith and not a tractor driver, he has an intelligent body, intelligent hands. Have you seen the hands of people who spent at least an hour in handcuffs? My assumption that he apparently confessed what he did, and then was frightened of his revenge, or was afraid to become unfortunate.
- And how did he end there - in the UK? He was in Ukraine.
I asked him: "How did you get into the UK? You were brought there, or did you come?" He refused to answer this question, and I understand him.
“Why didn’t he tell you, but told other members of the PM?” It is logical either to tell everyone, or to anyone.
He told us a lot. I looked, torture a person or not. He is not tortured. He was examined thoroughly to me - there is not a single scratch on it. And he confirmed it to me. I have no right to announce the rest of the information within our conversation.
-In your opinion, is it exclusively physical injuries? And torture by the unknown, threats of the life of loved ones?
I don't understand what torture is. I understand a violation of the rights and legitimate interests of a citizen. Here we are sitting here without fifteen ten, and I can say that you, as a journalist, are trying me. Everyone has their own understanding of torture. The infliction of physical pain in the mind of a person is torture, in the minds of another-it is simply causing physical pain. Then it can be called torture that a person is in a pre -trial detention center - he is used to living in the apartment, and he was placed in a cell of 8 square meters.
Every time they (some members of the PMC) talk about torture, I check and do not find any torture.
- That is, in Moscow they do not try to anyone?
Mordovia, Karelia, Krasnoyarsk - there is a kabzad, but, unfortunately, not the zone of our competence. And Moscow is so snapped by human rights activists-this is good-that there are practically no such tortures. It happens that if a person behaves in a hammone, they can do something.
-Something-what is it? Beat?
Well, something. The attitude of medicine is complex - medicine is very weak in the FSINA. But she is as weak, probably, as in our state clinics. If you go to the state clinic, it will not be better, there is even more responsibility in the FSINA.
- Unconditional to Magnitsky medical care is torture?
There is a difficult moment about the non -ordering of medical care. Kratov - the accused in the Magnitsky case - we defend. We conducted a study, invited independent experts, and they did not reveal the guilt of Kratov. The man was sick, the man died.
The task of the PMC is to prevent such situations. Both I and Borschev were already members of the PMC at that time. We already had the authority to check. So we have noticed. Is there a share of my guilt? Eat. And there is a share of Borshchev’s fault. Here I am, for example, the only one who admitted: there is a share of guilt, overshadowed. And Borschev had to do this, and not to run and PR. When I get the information, I bring it exactly where necessary, and they run and shout. Here is an example: Volkova arranged a tantrum that Lebedev, Assistant Udaltsova had disappeared. Well, she’s a fool! Well, how to call it differently? She comes to the Butyrka and asks: "Where is my client?" They say to her: "He was not there and was not here." Instead of professionally finding his client, a lawyer shouts: "Lightning! Urgent! Lebedev disappeared from" Butyrka "! We need a car to go around all the pre -trial detention center." Well, not a fool? Why go around all the pre -trial detention center when there is a phone? Or decided to ride? I found him in two minutes. I called in Lefortovo, they say: "Yes, he is with us, we ourselves see here on the Internet how she arranges a hysteria." Therefore, all her people sit down.
-Well, now, in my opinion, in general, all people sit down, whoever is a lawyer.

I don’t know, the first, not the first, but I talked about it, yes. There, our lawyer works in this situation - we must defend the policeman. He (Kasparov) really bit. This policeman came to us a few days later - there was a trace. And they made an examination, and she confirmed that it was a trace of human teeth. He bit a man so much that he was blood, can you imagine?
-So there is a shooting of the detention of Kasparov, which is not visible that he bit someone.

Well, there you see how the policeman pulled his hand. I myself have not seen all this - at that time I organized the work of bailiffs with journalists. Then I received information that Kasparov bit the policeman. I say to the assistant: "Go, look at the policeman - where, what is bitten by." The assistant says: "Book in the brush, blood is coming." I say: "Well, let it go to the emergency room." You can’t bite the police. And you probably can't bite you.
- Why do many human rights activists say about you that you are a person from the special services?
Because these people are liar. What special services? They need to invent some windmills that they need to fight. My autobiography is on my site, and people can ask me a question, and I will answer it.
- Do you cooperate with special services?
I interact with all law enforcement agencies and never hid it, and do it in the interests of my organization and people whose rights we protect. What does it mean to cooperate? You also cooperate! If you go to the FSIN, for example, to get permission to go to someone in a colony, you also cooperate.
You can imagine what I have in my law enforcement block if they say that I am a certain Cossack. We understand that if I am even sent, we suppose, then I have the possibilities of doing something more than that of another person. Suppose I am affiliated with the system. Although no law enforcement system has money to hire me. Why don't I go to officials? There is no such position in which I would have a salary. It is not interesting to steal - I have money. But there is no such position. So, I have a question: why are your personalities - Borschev and a company - are engaged in intrigues instead of coming to me? Here at least in one request I refused them? I'm open.
