Budget of No Mercy

The Yaroslavl Charity and Health Foundation increased its rent by about 70 times. The charity fund rents the premises from the mayor's office. The decision to increase rent rates was made by the municipality at the suggestion of the mayor's office in September this year. If previously they paid a little less than 6,000 rubles a year, now they will owe 436,000. I think this is a mistake that needs to be corrected.

Yes, the budget is deficit, but where do we get this money? In fact, today we take them away from the disabled, sick children, fire victims, large families, and so on. Those to whom the fund is currently providing active assistance. A charitable foundation can exist solely on the money of donations; it cannot have other sources of income according to federal legislation, the implementation of which is monitored by the Ministry of Justice. And the rent can also be paid only with the money of donors. And the question is, where to spend this money - to buy a wheelchair for a specific disabled person, a verticalizer for a child with cerebral palsy, or into the budget, from which social programs are also financed? It’s difficult for me to speak for all the charitable organizations that exist in Yaroslavl, but specifically the Mercy and Health Foundation provides enormous help to people. In essence, it complements, and in some cases replaces, city social services. The most important thing is that a charitable foundation can work more quickly compared to social security authorities in emergency situations. Say, in the event of a fire, emergency treatment. For some things it is simply impossible to budget for everything, and often the same bodies turn to the fund. I think that when setting rental rates, this was simply not taken into account. I will propose an amendment to the decision of the Yaroslavl municipality of September 13, 2012. I think that we need to analyze the situation, how many charitable organizations we have renting municipal space, figure it out and set them a more preferential rate.
