The Investigative Committee has completed its investigation into the case of the former head of the Verkhnyaya Pyshma police department, Marat Khalimov, accused of negligence that led to a conflict in the village of Sagra. This was reported on November 20 on the website of the Investigative Committee of the Russian Federation.

The case materials have been sent to the prosecutor's office for approval of the indictment. The case must then go to trial.

In February 2012, it was announced that Khalimov’s case was closed. The head of the Investigative Directorate of the Sverdlovsk Region, Valery Zadorin, told reporters: “We brought to justice two officials - a local inspector and a deputy head of a police department, who is directly responsible for this area. Regarding the head of the police department himself, we closed the criminal case. We will say that the composition was not established ". The resumption of the investigation has not yet been announced. Back in August 2012, the media wrote about the case as closed.

According to investigators, Khalimov did not control the work of the local police officers. In particular, the district police officer for the Verkhnepyshminsky and Sredneuralsky urban districts, Vadim Zainiev, did not pay attention to the fact that a gypsy, Vyacheslav Lebedev, who had been on the federal wanted list since 1995, lived in Sagra under the name Sergey Krasnoperov. The gypsy used a false passport. Zainiev was also not interested in the fact that one of the village residents illegally kept a sawn-off shotgun.

Investigators found out that Zainiev knew about a meeting between local residents and visiting ill-wishers scheduled for July 1, 2011. But instead of reporting what was happening to management, the district police officer went to visit his parents in Bashkiria.

Investigators also identified another violation committed by Khalimov. It is regarded as an abuse of power. In 2004, local authorities donated a Volkswagen Passat to the police. In 2007, it turned out that this car had previously been put on the wanted list in Ingushetia. However, the head of the police department continued to use the car until 2011, issuing several illegal orders as cover. The car was used without technical inspection.

The conflict in Sagra began after the gypsy Lebedev-Krasnoperov quarreled with a resident of Yekaterinburg, Sergei Zubarev, who came to the village to rest. Zubarev accused the Roma workers of theft. After several clashes, Lebedev's sister, Valentina, called her second cousin Ivan Lebedev, who was serving time in a colony. He turned for help to cellmate Kakhaber Chichua, who agreed for money to organize a gathering of people to “punish” the Sagrints. However, at the meeting on July 1, the villagers won - Faig Musaev, a native and citizen of Georgia of Azerbaijani nationality, was shot with a sawn-off shotgun. The visitors fled, taking the body with them. Later they dropped him off on the steps of a hospital in Yekaterinburg.

Some time later, residents of Sagra complained to Ekaterinburg public figure Evgeniy Roizman that the police were investigating the case purely formally and were trying to intimidate Zubarev. After this, the story of the attack on Sagra received wide resonance. 23 alleged participants in the attack were detained, 15 of them were placed under arrest. In August 2012, the case began in court.
