The most significant reason for such disputes is explained by the misunderstanding of what fundamental science is. The issue of mandatory professional examination of projects has been repeatedly raised, at least in the last ten years, but no decisions have been made. Meanwhile, still high -ranking officials from time to time make dubious decisions exclusively to the extent of their understanding. So appeared “pure water” and “gravitsapa”. The commission of the Russian Academy of Sciences on the fight against pseudoscience is also known other projects, which are most likely funded without unnecessary noise. For example, "an experimental verification of the method of controlling gravitational interaction in order to obtain new types of energy."
A few years ago, N. Spassky (at that time, deputy secretary of the Security Council of the Russian Federation) as a promising mentioned “vacuum energy”. Quite strange personalities, completely unknown in the world of science, continue to be thrown by promising offers of high -ranking officials. To increase the chances of receiving funds at the head of the project, they often put people honored, known throughout the country who are not the slightest attitude to fundamental science. More recently, the author of these lines happened to get acquainted with the next project, claiming, including, for a revolution in the energy sector. No need to burn oil, gas, coal, nuclear power plants are not needed. In total, superconductivity at room temperature is required, superpower magnetic fields (as far as you can understand from a heap of papers traveling through different instances, the authors already have all this), well, some know-how. To begin the production of unlimited energy plants producing gift energy, the smallest is required - money - several billion rubles ....
<...> In December 2003, the only joint general meeting of RAS and RAMS took place in history. The author of these lines in his speech showed a dozen pseudoscientific devices with excellent advertising and proposed to appeal to the State Duma of the Russian Federation with a request to develop and adopt a special “law on responsibility for unfair medical advertising”. The meeting supported this idea.
8 years have passed. In our footsteps, the Mexicans in 2006 adopted a "law on criminal liability for unscrupulous medical advertising."

I learned Eduard Pavlovich relatively recently: in 2004, he invited me to the editorial board of the ballot “in defense of science”. Since then, I could closely observe the truly heroic efforts that he made in the fight against ignoramuses and crooks in science. This struggle seemed to be a similar battle with windmills, but it was thanks to such disinterested knights of science that it is possible to maintain its honor even in pragmatic and cynical times. Much thanks to his efforts, even illiterate officials know today that “torsion fields” and “gravitsapa” are a bluff, and the name “Petrik” has become a household name.
In recent years, he has repeatedly moved me to write an article about numerous works on “cold nuclear synthesis”, which have flooded the Internet, penetrated into newspapers and television. And even being deadly ill two weeks before his death, he called me and strictly asked if the article was ready. Together with S. S. Gershtein and L. N. Bogdanova, we completed this article and sent it to the ballot “in defense of science” - the brainchild of Eduard Pavlovich. And although he will no longer read it, this means that the efforts were not in vain and his business lives. Bright memory ...

Many still remember how one and a half ago one high-ranking official was angry about the activities of the RAS Commission to combat the pseudoscience, was indignant about what right she had to decide what science is and what was pseudoscience, even threw it to the commission: “This is some obscurantism!” The irritation of the official is explained by a deep conviction of his own infallibility (it seems that, at least, this partially explains the reluctance of the authorities to introduce a mandatory professional examination of any projects to be financing by the state). <...> After a short lumen at the beginning of the coming century, a new wave of wildness rolled into Russia.

The All -Russian Center for the Study of Public Opinion (VTsIOM) presented the results of a study dedicated to the Day of Science (February 8, 2011). It turned out that every third resident of Russia is sure that the sun rotates around the earth. Well, among those who know firmly that the earth rotates around the Sun (62% among the respondents), every third is sure that the Earth makes a complete revolution around the Sun in one month!
There is nothing to be surprised at. As the director of the Pulkovo Observatory of prof. A.V. Stepanov, letters containing the phrase often come to him: “The main astrological observatory of the Russian Academy of Sciences”. The announcements of several TV channels this year have repeatedly mentioned the “International Astrological Center” in Chile, but this is the pride of world astronomical science! <...>
Of course, without the help of the media, especially electronic, the number of scammers, fooling people, would be much less, but our media headed for targeted folking of the population.
When discussing the report of Academician E.P. Kruglyakov at a meeting of the Presidium of the Russian Academy of Sciences on May 27, 2003, Professor S. P. Kapitsa said: “ I thinkthat if there is a trial of our era, the media will be attributed to criminal organizations, because what they do with public consciousness in our country and in many other countries, otherwise it is impossible to qualify.”

В ночь на 10 августа канал «Россия 1» показал почти часовую передачу о «всевидящих зеркалах», с помощью которых можно менять ход времени, а стало быть, видеть прошлое и будущее. «Ученые» лепетали что-то про информационное поле, про мысленную передачу сигналов. Навсегда запомнил их шедевр: « В точке 73,4º северной широты вектор времени меняет знак». Это махровая лженаука, которую крупнейший телеканал страны уже не первый раз пытается внедрять в мозги телезрителей. Не в силах человека менять ход времени. А ведь уже появились клиники, в которых людей лечат в установках, где якобы меняется ход времени!
Недавно канал ТВ3 повторил прошлогодний фильм «Черные дыры». В отличие от многих страшилок, в которые привлекались «пациенты» нашей Комиссии — «ученые», неизвестные в научном мире, в данном фильме представлено несколько известных ученых, среди которых упомяну астрофизика академика РАН А. М. Черепащука и крупного эксперта в области физики элементарных частиц академика РАН В. А. Рубакова. Ведущий задавал вопросы, эксперты отвечали. В результате складывалось впечатление, что жить нам осталось недолго. Прожорливые черные дыры вот-вот доберутся до нашей несчастной Земли и сожрут ее. Впрочем, из упомянутого фильма мы узнали, что можем погибнуть и от рукотворной черной дыры…
Просмотр записи фильма показывает, что это бессовестный монтаж. В действительности интервью у ученых брали другие тележурналисты и отвечали эксперты совсем не на те вопросы, которые звучали в фильме. Методы, примененные каналом ТВ3, в цивилизованном сообществе недопустимы. Это настоящий разбой!
Я созвонился с академиком В. А. Рубаковым. Он подтвердил, что никогда не комментировал проблему «черных дыр», никогда не снимался на ТВ3. Его интервьюировали совсем другие журналисты в связи с запуском Большого адронного коллайдера (БАК). Вот эти комментарии из другого фильма, относящиеся исключительно к БАКу, «кулинары» из ТВ3 и встроили в свой фильм. Несколько позднее удалось разыскать академика А. М. Черепащука. Он также подтвердил, что никогда не имел дела с каналом ТВ3. (В данном выпуске Бюллетеня «В защиту науки» публикуется подписанный им протест ученого совета ГАИШ против хамского поведения мастеров телевранья). Телеканал ТВ3 совершил грубый подлог.
<…> Не удивлюсь, если неврастеников после просмотра этой передачи стало больше.
Описанный эпизод с академиком В. А. Рубаковым вовсе не досадное исключение. В погоне за пресловутым рейтингом СМИ всё чаще переходят границу дозволенного. Многие ученые, попавшие в сходную ситуацию, заявили о категорическом отказе от каких бы то ни было контактов со СМИ. А ведь это ведущие ученые России! Если СМИ не пересмотрят свою политику, им придется общаться лишь с «учеными», не имеющими никакого отношения к настоящей науке. Пойдет ли это на пользу России? It is hardly.
