
The head of the State Duma committee on defense, Communist Vladimir Komoedov proposed to increase the lower plan of the draft age up to 19 years. He stated this in an interview with Izvestia. At the same time, the upper bar at 27 can be preserved, retired admiral believes.
“Army and navy need courageous, mature guys. At the age of 18, this is not a fighter, but a fragile organism. And at the age of 19 - almost a man, not only physically, but also morally,” Komoedov said. “If you call it from 19, the guys have time to end the 11th grades and go to the university. Now many are going into the army right from the school.”
On the eve of Komoedov proposed to increase the service life to one and a half years. Representatives of the Kremlin and the Ministry of Defense immediately stated that the service life would not increase. “I quite understand such a reaction, no one, in general, says that all this will be done right tomorrow. This is a normal decision -making procedure - at first the idea is born, then it gains argumentation, support in society, in the leadership of the country, and then is realized,” Komoedov said in an interview. He noted that the defense committee is preparing to consider this issue at one of the meetings.
Komoedov said that he did not discuss his proposals with the Minister of Defense Sergey Shoigu. The meeting of members of the Committee with the Minister is scheduled, but has not yet taken place. Komoedov also answered the newspaper’s questions about his attitude to military reform. As the main threat to Russia, he called the US military power, in particular, the deployment of a pro system.
Komoedov also critically spoke about the abolition of the Institute of Warrant Offenses, about the new system of troops, about the approaches to the modernization of weapons. At the same time, he also noted the advantages of the reform, which, in his opinion, include the social sphere and the increase in the monetary allowance of personnel. “We must look around, assess the situation, correct errors and move on,” he said. But with the inheritance of the former Minister of Defense, Anatoly Serdyukov will have to deal with more than one day, Komoedov noted.
Komoedov also said that the committee had prepared many amendments for the law "On State Boron -Case", which will soon be considered by the Duma in the second reading. They are designed to prevent corruption in this area. “All our proposals are now being considered in the government,” the head of the committee said.
On the eve of the General Staff, the Ministry of Defense said they did not mind increasing the service life of a call. The preparation of the soldier will benefit from this, they will “have time to learn more,” the representative of the General Staff said. Earlier, a source in the Kremlin said that the presidential administration has no plans to extend the service life. President Putin promised to reduce the service life in the army, the promises were fulfilled and no one was going to change them, the source said. “In strategically, the landmark is preserved - this is a gradual transition to the contract system while maintaining the call,” he said.
The transition from a two -year -old service life on an annual service began in 2006 as part of the popularization of military service. The State Duma adopted amendments to the Law "On Military Duties and Military Service" in the summer of 2006. Since the fall of 2007, Russians began to be drafted into the army for 18 months, and from January 1, 2008-for 12 months. At the same time, several deferrals were canceled and the term of alternative service was reduced.
