Mishanin said that about 250 people are in the residential area, changing periodically. “There remains only one requirement - to remove violators from the punishment cell. I emphasize that this requirement is illegal. We do not intend to fulfill it,” said a representative of the FSIN. Mishanin also emphasized that there were no pogroms inside, and the prisoners themselves called their actions a protest, but not a riot.

Meanwhile, on the evening of November 24, a member of the Public Monitoring Commission, Dina Latypova , said after visiting the colony that one and a half thousand prisoners were participating in the protest. “They are standing on the roofs of their premises, shouting from there: people, help, holding posters that they have declared a mass hunger strike. They are shouting that they are tired of enduring torture, bullying, beatings and punishment cells as a way of punishment for the slightest offense,” she said Latypova.

Members of the POC went to the scene, but they were not allowed inside. And when they left, at about 11 p.m., the massacre began. They beat them with sticks, backhanded, indiscriminately," said a PMC member Chelyabinsk region Valeria Prikhodkina in an interview with "Big City".

At the same time, the Commissioner for Human Rights in the Chelyabinsk Region, Alexey Sevastyanov, said that he met with the protesting prisoners and there were no more than 200 of them, of which 150 were on the seized tower in the industrial zone. “What’s alarming is that the external environment was ready for a protest. There weren’t many relatives among the people gathered near the colony. Mostly these were people from 27 to 40 years old, they threw snowballs at the riot police - I saw this myself. Then, as they say eyewitnesses, bottles were used, people in cars tried to break through the riot police. The fact that the action was planned is a fact,” Sevastyanov assured.

The Ombudsman also denied allegations of the beating of one of the prisoners in the punishment cell, which, according to some sources, started the riot. “There was no beating... He complains about his intestines. Previously, he asked to be transferred to another colony in Georgia, but now this is irrelevant, since he has ten months left to serve,” Sevastyanov said.
