Deputies of the Legislative Assembly of the Leningrad Region introduced a bill to the State Duma of the Russian Federation allowing the sale of alcohol, including strong alcohol, from the windows of mobile auto stores in rural areas. The Kommersant newspaper writes about this.

As previously reported , in accordance with Federal Law 171, adopted a year ago, from July 1, 2012, the sale of alcohol in stores with an area of less than 50 square meters for the city and less than 25 for the village was prohibited in Russia.

In addition, from January 1, 2013, the sale of beer in non-stationary retail establishments will be prohibited.

The explanatory note to the bill prepared by regional deputies states that in the Leningrad region there are stationary retail facilities in only 37 percent of settlements. In another 24 percent of villages and towns there are no shops at all, and in 39 percent trade is carried out through car dealerships.

According to deputies' estimates, due to changes in legislation, about 40 thousand people in 1,838 settlements will not be able to buy high-quality alcoholic products. In their opinion, the same situation will develop in other regions of Russia.

Deputy Chairman of the State Duma Committee on Economic Policy, Innovative Development and Entrepreneurship Viktor Zvagelsky told the publication that the bill has no chance of adoption. According to him, the initiative will lead to the uncontrolled spread of illegal alcohol in villages, where the percentage of people suffering from alcoholism is three to four times higher than in cities.

Over the past year, legislators have only tightened the requirements for the sale and production of alcohol. So, in October 2012, a group of deputies proposed selling alcohol only in specialized stores, as is done in the Scandinavian countries.
