An increase in the minimum length of service is planned as part of the pension reform . It was previously reported that the standard work experience required for retirement should be 40 years. Otherwise, citizens will receive a reduced pension.

The government's plans were criticized by the Accounts Chamber. The department’s auditors noted that in this case, men in Russia will die before they retire.

In mid-December, President Vladimir Putin called on the authorities to prevent raising the retirement age, which is actually an increase in the minimum length of service. He noted that the standard length of service should not exceed 35 years, and then Golodets, who is the curator of the reform, agreed with the president.

According to Olga Golodets, the final version of the strategy for the development of the pension system will be submitted to the government by December 15. The reform project provides for an increase in social taxes for the self-employed population, a reduction in the funded component from six to two percent, and an increase in insurance premiums for workers in hazardous industries. The reduction in the funded part of the pension has already been approved by the State Duma in three readings.

Earlier, the head of the Ministry of Labor Maxim Topilin stated that officials propose to double contributions to the Pension Fund of the self-employed population (taxi drivers, farmers, tutors) in 2013-2015. The version of pension reform approved by the government in October implied a gradual threefold increase in taxes.
