Boris Stikhin, who stood in front of the building of the Volgograd City Internal Affairs Directorate in a single picket against torture, asked his opposition colleague Nikolai Chernyavsky to take a photo of himself. The police officers on duty near the building forbade taking photographs of a single picket; during the ensuing dispute, the officers escorted Stikhin and Chernyavsky to the building of the Central Internal Affairs Directorate to clarify the legislation regarding photographic recording of single pickets.
