Kopeisk, the place in which the prisoners raised a rebellion in response to torture, became known throughout the country over the past week. Roman cargo tells what happened there and why it can be repeated again

The city of Kopeisk is actually not a separate city at all, but a suburb closed with Chelyabinsk. From the window of the minibus following the route “ChTZ-Kopeisk-through a landfill” (it is written on board), it can be seen how modern houses are gradually replaced by typical Soviet buildings, which differ only in differently glazed loggias, and then with strong one-story houses. Teenagers in the minibus vividly discuss the events of the last weekend: “We were standing aside, the guys say: let's go to the riot police? Ha, jokes, there are such cabinets, they will immediately trample. ”
Recent events are also discussed at the bus station, from where minibuses go to different areas of the old mining town, spreading around long-closed coal mines and still working zones. Kopeisk is full of rumors about corpses and bloody snow, which was allegedly taken out of the colony by trucks - from official refutations they, as usual, are only intensified. But life is included in the usual track: in stores, alcohol is traded again, cutting out IK-6 checkpoints and cordons are removed, and even the bus, which went to the colony itself, was again released on the route.
Mass disobedience
The bus drives past the brown hump of the dump near the old mine, passes the squat Kopeysk sewing factory and stops directly opposite the zone. It is calm here-along the street along an external fence from rusty corrugated iron, there are back and forth a group of guards in a blue-gray form, with dogs, but without weapons; They are more like walking rather than patrols. Outside, the zone is the wrong rectangle, stretching three hundred meters in length and almost two hundred in width - also does not seem sinister, at least it is difficult to imagine that the fence is what the Yekaterinburg human rights activist Alexei Sokolov calls the “torture factory”. I spoke with Sokolov the day before arriving in Kopeisk, that is, on the second day after the prisoners in IK-6 went to the roofs. On TV, reports began to appear that a rebellion is an attempt to remake the “red” zone controlled by the administration in the “black”.
“This is not a rebellion,” Alexei immediately corrects me. - Riot is a pogrom and fights. And what happened in Kopeisk is massive disobedience. The prisoners came out, stood on the parade ground and did not disperse, but did not take any power actions. They just stood and did not comply with the requirements of employees, because they have been attached. The zones that are “black”, “red” are managed by administration employees, the operational service. The time of the "black" zones ended in the late 90s. Crime authorities “swinging” the zone are horror stories for the people. No one shakes anything, but people are killed inside, rape, beat, and now they are trying to hide it all.
Sokolov knows what he was talking about: it was he who brought the case of the murder of four prisoners in IK-1, located right there, in Kopeysk.
- They simply, like animals, were scored with sticks and then laid out in the cameras and tried to come up with the same version: supposedly there was a rebellion, criminal authorities. But there guys who were first convicted for the first time, they are 18, 24 years old, what criminal authorities? These zones in the Chelyabinsk region are known to be that people are specially taken there, because they can be mocked and beaten in them. I can definitely say that IK-1 and IK-6 in Kopeisk, IK-10 in Kyshtim is torture.

In 2011, after Sokolov achieved the beginning of the investigation, the employees who killed the prisoners were sentenced to real terms, and General GU FSIN in the Chelyabinsk region Vladimir Zhidkov received five years conditionally for official forgery and hiding of the murder. But the orders in the Chelyabinsk colonies have not changed. In June of this year, Sokolov wrote about the complaints of the IK-6 prisoners about beatings. At the end of the same month, the members of the Public Supervisory Commission (PMC) in the Chelyabinsk Region applied to the Investigative Department of the Investigative Committee for the Chelyabinsk Region: when checking the death of death in the same “six”, the convicted Korovkin found out that he was naked to death. This was confirmed by the testimony of the witness Daniil Avakumov. Then Avakumov told how exactly the administration of the institution extracts money from the convicts.
“Instead of investigating the crime, Avakumov was sent from the Chelyabinsk pre -trial detention center to the same colony that he complained about,” says Sokolov, “and there he was beaten and raped with an ordinary stick.”
In the video made by the Chelyabinsk human rights activist, Avakumov himself, a strong broad -shouldered prisoner, talks about torture, barely restraining sobs, in response to a complaint against him, a criminal case of false denunciation was instituted. The injured party was the head of the colony Denis Meanov.
The deceased Korovkin died, according to the administration, falling down the stairs.

They are dejectedly shifting from foot to foot and tiredly tell the next journalists about how much the date (about 10 thousand rubles) costs, and how to save relatives from beatings, they have to be imported into the “humanitarian aid” - a bucket of varnish and paints and cars of building materials.
“The brother from the schizo doesn’t get out almost,” says Tatyana, “says you have to survive in a schizo, because it will rest in Susa.” A schizo is single cameras where the shelf is fastened to the wall during the day, where there is nothing to sit on, where they are beaten. He could not stand it, said that he would get 5 thousand. "Well, they say," you are arrogant. - I have a husband there, a term of ten years, in prison for the first time - in the “six” in general, only “first -classes” are sitting. Of course, I pay for dates, who does not pay - for years I have not seen my own. When it all started, my friends called me, I quit my job and arrived. Now on TV they say that we beat riot police, turned the cars over. No one turned anything over, stood, talked among themselves, waited. They asked for someone from the bosses to leave. Then, apparently, they were given the command, they took off their shields, set them and began to knock on them with batons. We moved a few steps, someone cried, someone screamed. Shouted with those who stood on the roof; I saw mine, shouted to him, and he shouted to me. But almost nothing was heard. They shouted: “Help!”, And we to them: “Hold on!”
- All their actions were in order to convey that their rights were infringed to know this in the wild. The administration drove a fire truck into the zone - they probably wanted to knock them down from the roofs with a stream, but they were afraid of us. And we stood until riot police rushed with these shields and sticks until we started to beat. We scattered, but did not leave, gathered together again. About two hours later they began to put pressure on us with cars, they clamped here in the gap to get to everyone, they beat again. To whom it dawned on that we had to run on the rails, ran away on the rails. And who fled in a straight line, the most got it. And at five in the morning they began to disperse for the third time.

Because when riot police enters, two-three-three-five corpses are normal. They knew that someone would be killed, and the rest were terribly beaten, and therefore they jumped out onto the roofs. Talented planning is perhaps the main thing that distinguishes events in IK-6 from other prison protests that occur in the Chelyabinsk region at least once a month. The recently released Artem, with whom I meet in a small cafe in the neighborhood, also speaks of this. Artem has a broken nose and two scars on his forehead, he talks quietly, more often looking at his own striped sweater than at the interlocutor.
- I spent more than four years there, I know the system firsthand. Extortion, bribes - I myself for $ 1 thousand for a year and ten months ahead of schedule went out at parole. In theory, I should not have gone at the right - I had systematic violations, but I paid the money and made encouragement. Before that, I was suspected of organizing a rebellion, I was called an administrative commission, I was written out 32 strokes with a stick. They put the stars in the pose, legs apart and to the wall, two arms and legs hold, one beats. Then they change places. My neck was completely to the heels of everything was burgundy. And in the window I began to resist, it was simply unbearable: if you beat the same place in the same place, it is very painful. Then I just stupidly began to trample the berets on the leg and two fingers broke. When the commission came, I said, as they asked that I broke, playing football. Otherwise, it is impossible - after all, nothing comes out of the zone. And now it turned out - because they did everything very cool. Especially the open day was chosen when many relatives come, I myself would personally do that too. But with the banners - this is their decision, I could not even imagine this. The paint was taken out of the garage specifically to prepare these posters. And they took Rupor, apparently in the club - probably they had a person there. Then we went to feed, this is the same in all zones - the dining room, in front of it is a parade ground. They lined up on the parade ground and stood up massively there. And the tower that they got out - this is not a tower of security, as they write, you won’t climb there - they will shoot. This is a industrial zone, a woodworking workshop, and they calmly got out of the workshop. Now in the newspapers they say that all this is planned from the will, but I think, most likely, from the zone. Because there was simply no way out to attract attention differently. Now, I think, the head of the colony will be removed, the regime will weaken for at least six months, that is, they will make it exactly as it should be. And two years later, the same thing will happen again, because again everything will start first and the convicts will endure and endure again until patience bursts.
Every ten to twenty minutes, Artem calls the phone. They call with IK-3, where the hospital is located, to say that there seems to be brought to the wounded during the action. They call from IK-11 to report that they continue to hunger in support of protest (four neighboring colonies headed in Kopeysk) and that the wounded was actually not brought.

If the bodies believe that it is impossible to release, that they could not improve, let them show the initiative, and the court decision leaves the sentence.
I ask if Sergei himself came across torture. The mother of one of the prisoners IK-6 told me how her son was suspended in handcuffs in the cold and watered with water, "until the body is covered with crust." This is not a very tactful question, but I still ask: maybe the sadists become former colleagues of Skalaukh?
- Until legal nihilism has been eliminated, nothing can be done with torture. This is the main reason, then the psychology of specific people, which is a laborious process to change. Now, as soon as a new boss appears, who needs to quickly curse, make a career, a repressive surge is taking place. It is urgent to issue rating indicators, drive everyone into the discipline and order sections, into public organizations. We know, many correctional colonies are city -forming. If in the village there is nothing more than a colony, well, where will people go to work?
