In April 2010, the Ministry of Defense, its generals and colonels survived this stress: a luxurious blonde, 31-year-old Evgenia Vasilieva, was appointed head of the Department of Property Relations of the Ministry. After a couple of months, she entered the board of directors of Oboronservice, as well as the councils of the directors of the above “daughters” - and so on until the summer of 2012. It was during these two years that Vasilieva believes, and committed all the crimes. And thank God that only in the Oboronservice, because before coming to the Ministry of Defense, she managed to work as an adviser to the first deputy mayor of Moscow Resin, and an employee of the Presidential Administration, from where she transferred to the military department.

From the decision to attract as the accused: “To implement the criminal plan Vasiliev E.N. I attracted my familiar Smetanova E.F., who was to establish a commercial organization and, under the guise of providing agency services, to look for a “necessary” buyer of property sold, and, in addition, through the control of it, to purchase at low prices the most liquid objects and enterprises in favor of Vasilyeva E.N. and other persons. March 19, 2011, acting at the direction and with the knowledge of Vasilieva EN, Smetanova E.F. I acquired 100% of the authorized capital of the Center for Legal Support "Expert" and appointed itself to the general director. "

Investigators, two girlfriends-fellow students at the Faculty of Law of St. Petersburg University, were considered by their criminal actions, carried out precisely through the Center for Legal Support LLC "Expert", whose owners of which Smetanova became in March 2011, "acting on instructions and with the knowledge of Vasilyeva," as the investigation assures.

According to the SPARK -Interfax information system, this company had a difficult fate: three times changed its name and five times - owners. From 2006 to 2011, it was called LLC Slutsky Posad: in five years, the company has changed three leaders. When Ekaterina Smetanova became the owner and general director, the Slutsky Posad stopped being a landing, and received a sign of a thin hearing of lawyers: “The Center for Legal Support“ Expert ”. The legal address was also changed: if it used to be in St. Petersburg, then since May 2011-in Moscow. As the New Times told Smetanova, it was Evgeny Vasiliev’s mother to Moscow to Moscow, who had already commanded the generals by that time, and judging by the prosecution protocol - and the Minister himself. Now the "expert" has lost its severity and is somehow called the household just LLC Mira, it belongs to 100% to the company Evia LLC (it was not possible to get through to the company), the general director is a certain Dinara Bilyalov.

It is curious that under Smetanova in the subsidiaries of the "expert", the company of Vitaproject LLC was listed, which also appears in the case of theft in Oboronservice. Now this company is not in assets, but there is a “representation of the Slutsk cheese plant”, which is in line to exclude from the Unified State Register as invalid.

Why is the “expert” - no matter how this “center of legal support” was named now - in the databases of which, according to experts, the terabytes of the most valuable information about the lands and real estate of the Ministry of Defense can be stored - has changed the name and owner so many times?

“Of course, nothing of the kind is required for ordinary everyday economic activity,” Elena Panfilova, head of the Russian branch of Transperament International, explained. -But there is a huge list of problems that can be solved by re-registering a company with new details, with new charter documents: for example, if you need to resolve issues related to tax evasion, with some government payments, avoid possible claims from contranding. This is a widespread practice - what is called "not by law, but by concepts."

"Fictive agency agreement"

Evgenia Vasiliev in the case of fraud in the structures of Oboronservice takes place through three episodes.

The first is the theft of money from the sale of the “property complex” owned by OJSC “31 State Project Institute of Special Construction” (GPISSS OJSC), a subsidiary of the defense building of the defense building. Evgenia Vasilieva entered the board of directors of this company at the end of 2010.

The essence of this story, if very schematic, is in the following. Oboronservice decided to sell the complex of buildings of its subsidiary GPISSS. Capital Consulting rated buildings put up for auction, their market value amounted to 1 billion 627 million 970 thousand rubles.

In the Department of Property Relations, the Ministry of Defense checked this report, and on July 25 "at the direction of Vasilyeva E.N. The general director, whose surname appears in the resolution, is Sergey Amelin, a millionaire, the owner of the Stroyimpuls group of companies in St. Petersburg.

Another directive approved the price of the sale, and a week later a contract of sale was signed. In September, the “theorem” transferred 1 billion 627 million 970 thousand rubles to the GPISS.

And then, as the investigation believes, the crime began.

The following happened: at the direction of the omnipotent Vasilyeva, the “officials of the Ministry of Defense” made a number of false documents. Among them there was a fictitious protocol from a meeting of the Board of Directors of the State Pedagogical University, “with which, in order to cheat officials of the Ministry of Defense of Russia and other controlling bodies of the Russian Federation,” the conclusion of a transaction between the GPISSI and the Center “Expert” - a fictitious agency agreement for the provision of legal services was approved. What does it happen? Either some officials of the Ministry of Defense deceived other officials at Vasilyeva? Either Vasilieva deceived everyone at all and, scary to even think, the Minister of Serdyukov himself?

From the decree: “Vasilieva E.N., being an official, acting by preliminary conspiracy with other officials of the Russian Ministry of Defense, including those who were part of the OJSC OPENSService, as well as with persons who performed management functions in these joint -stock companies and other commercial organizations, including with Smetanova EF, E.F. Using their official position, by deceiving and abuse of the trust of officials of the Ministry of Defense of Russia and the state bodies of the Russian Federation committed the theft of another's property. ”

As a result of all these frauds, an amount of 81 million 398 thousand 500 rubles was transferred to the expert center. There are many obvious places in this episode, but one of them was not noted in the “Decree on attracting as the accused”. The sold complex of buildings of OJSC 31 GPISSS was registered at the address: Smolensky Boulevard, d. 19, p. 1, 6, 6, 11. But - a miracle miracle - and the center of legal support "Expert" since May 2011, that is, before the sale of buildings, according to the Empire, was registered exactly there: Smolensky Bulivar, d. 19, p. 1.

"In selfish interests"

The second episode of Vasilyeva is also concerned with GPISS. After the complex of buildings of this company was sold, with the mediation of the "expert" they decided to get rid of the most terrible abbreviation at the same time that it belonged to it. The price of shares in September 2011 was determined at 307 million rubles.

From the decree: “E.F. Smetanova, acting at the direction of Vasilyeva EN, by prior conspiracy with the latter in selfish interests in order to acquire shares of JSC 31 GPISS, at a low price, it required a repeated assessment of the market value of the stock package.” As a result, the cost of the company was reduced by more than doubled - to 142.116 million rubles. The shares were left to Vitaprodzect (70 %), which, according to the investigation, was established by Smetanova, and Sosnovobor -Electromontazh (29.99 %), affiliated with the Government of the Leningrad Region. Damage - 190 million 154 thousand rubles.

From the card of the company "Vitaprojekt" in the information system, Spark is clear: the company, like any street stall, was created for all occasions. Its activity is determined by a wide range of industries - from wholesale trade in products, drinks and tobacco to the construction of buildings.

The third episode in the media has already been written in detail: Smetanova, again, “by prior conspiracy with other officials of the Russian Ministry of Defense / ... / committed theft / ... / land plot with an area of ​​3.12 hectares located east of the village. Peresya of the Temryuk district of the Krasnodar Territory worth 92.1 million rubles /... / /”.

It is curious that in the last three companies Vasilieva, as a general director, was replaced by Ekaterina Smetanova in 2010.

To date, Evgenia Vasilieva is listed as the owner of two St. Petersburg companies-the construction LLC Gidron and LLC Vector-SPB (wholesale trade in fruits, vegetables, potatoes, meat, sugar, etc.). What was the salary and dividends of Vasilyeva in these companies is unknown. Neither she nor her defenders tell anything about it yet. And, apparently, if they tell the general public, it is very dosed. According to The New Times, the access of the press to this case was instructed to regulate the consulting group Mikhailov and Partners, which, as they say on its official website, “advises the leaders of Russian and international business, helping them to form a corporate reputation, to establish domestic and external communications.” Well, what a reputation is it ... By the way, the founder of the group Sergei Mikhailov is now heading the ITAR-TASS State Information Agency.

The New Times phoned the employee of the Agency Mikhailov and Partners Peter Limonov, who confirmed that he could help get comments about the Oboronservis case.
