The Government of the Kaliningrad Region has two representative offices in Moscow and St. Petersburg.

I have always been interested in the question, why do we need them? We have deputies of the State Duma of the Russian Federation and two senators, we have plenipotentiary representatives of the president, a completely logical question arose, why do we need more representatives, especially from the regional government?

I recently received a response from the government of the Kaliningrad region about the results of the activities of the representative offices.

Let's start with the representative office of the government of the Kaliningrad region under the government of the Russian Federation, located in Moscow.

Most of the activities of the Kaliningrad regional government office consist of organizing meetings between the governor and members of the government. In the final table of activities of the government representative office of the Kaliningrad region, it reads like this: “providing hotels, transport, and a VIP zone at the airport” for the governor and members of the government who came to Moscow. In 2011, the governor flew to Moscow 75 times, in 2012 already 105 times, apparently, by the end of his term he will move there to live. Government members flew to Moscow 167 times in 2011, and 189 times in 2012. Let us recall that even under Governor Georgy Boos, for the needs of the regional government representative office in Moscow, a Mercedes was purchased for 4 million 350 thousand rubles and two Toyota Camrys at a price of 980 thousand rubles.

This is how the then head of the representative office of the Kaliningrad region, Vladimir Shumeiko, explained these purchases:

“These cars are needed for ministers and the governor. For a leader, a more serious car is a Mercedes; a Toyota is for ministers.”

Consultations on the issue of relocation to the Kaliningrad region look especially nice; are ministers or employees of the Government of the Russian Federation planning to move to Kaliningrad for permanent residence?

The content of the "Representative Office of the Government of the Kaliningrad Region under the Government of the Russian Federation" of 10 units will cost the budget of the Kaliningrad Region in 2013 14,438,000 rubles.

On November 29, 2012, deputies of the Kaliningrad Regional Duma approved the region's budget for 2013, without taking into account the proposal made at public hearings on the 2013 budget - to stop funding the government offices of the Kaliningrad region in St. Petersburg and Moscow and direct the funds to social needs.

For example: in 2013, 1,090,000 rubles will be spent on the implementation of the project "Warmia and Mazury - Kaliningrad Region" within the framework of the joint border program Lithuania - Poland - Russia; for the target program of the Kaliningrad Region "Support for socially oriented non-profit organizations for 2011-2015 years - 7,101,100 rubles.
