I have been watching this scammer for quite some time. He began his criminal activities with the elections to the City Duma of Yekaterinburg. No, I have no doubt that he had deceived citizens more than once before in order to obtain personal gain, but he did it more secretly. And in the elections he no longer hid and showed himself with all his might as a public swindler. During numerous personal meetings, Volkov, using blatant deception and abusing the trust of citizens, persuaded them to vote for his candidacy. Volkov, for example, cynically promised to defend the interests of voters, as well as to describe in detail in his LJ the real activities of the City Duma. It is completely clear that he actually had no intention of doing this from the beginning. Thus, he clearly obtained his deputy’s mandate through fraudulent means. Volkov’s particular cynicism was manifested in the fact that he actually began to regularly write in LiveJournal about his so-called deputy activities. It is absolutely clear that this was done for the sole purpose of misleading law enforcement agencies. And he almost succeeded.
Subsequently, Volkov tried to illegally register as a candidate for deputy of the Legislative Assembly of the Sverdlovsk Region. To do this, he invented a sophisticated fraud scheme using several notaries at once. Voters allegedly put their signatures in support of Volkov’s nomination as a candidate for deputy, and notaries certified that they did so with their own hands. But this time the attacker failed to hold the election commission. Experienced experts easily proved that the signatures for the voters were put down by someone else, probably Volkov himself. True, it is still not very clear what role notaries played in this scheme. Not satisfied with this, the so-called candidate filed a lawsuit, where the so-called witnesses (in fact, probably also scammers) brazenly declared that they personally signed the signature sheets. In addition, having brought more than a hundred supporters (swindlers like himself) into the courthouse, Volkov put brutal pressure on the court and was able to get the conclusions of the most experienced experts overturned. But, thank God, there are still honest judges, at least in Moscow. It was they who blocked the swindler’s path. The tireless swindler Volkov, of course, did not stop there, and began to hatch a new cunning plan, the cunning of which was to simultaneously harm the Center Electoral Committee and the founder of MMM Mavrodi. Volkov, apparently, has long been haunted by Mavrodi’s status as the country’s main swindler. To do this, he created an entire criminal group, called the Central Military Commission, and came up with the idea of organizing elections to the Coordination Council of the Opposition. In some way still unknown to us (but certainly criminal), he forced the respected Mr. Mavrodi and his associates to take part in this scam. Not only did Volkov defraud these respectable citizens of a considerable amount of money, he also managed to register them as voluntary donations. In addition, he notified in advance that the transfer of money does not guarantee registration. Like, you still need to have some kind of convictions. What a scammer, huh? But that's not all. Having brazenly deprived honest citizens of the opportunity to become opposition leaders for ten thousand rubles, he also mocked them. He stated that he was ready to return the money to everyone. Moreover, he pretended that he was trying to return the money to them using postal orders. It has long been known that this method is not legal in Russia. And anyway, who in our country trusts money to the Russian Post? This is almost the same as sending money to a pension fund. It is clear that postal receipts cannot in any way be evidence of an intention to return the money, rather the opposite. It is very correct that the investigators did not take these insignificant pieces of paper into account. In short, Volkov has completely gone too far, it’s impossible to mock people like that. What else can honest citizens believe in when, in front of their eyes, an entire MMM is being thrown away by some unidentified person?
