In Russia, the vehicle inspection ticket has finally been abolished. And car dealers received the right to conduct technical inspections of cars of those brands that they sell and service. The corresponding government decree “On amendments to certain acts of the Government of the Russian Federation on issues related to the technical inspection of vehicles” was signed by Prime Minister Dmitry Medvedev and published on Monday on the website of the Cabinet of Ministers.

So, now in Russia the technical inspection certificate is excluded from the number of documents that confirm the passage of maintenance. The coupon is replaced by a diagnostic card. The resolution approves a number of adjustments to the current forms of diagnostic cards, including for international use.

At the same time, there is no need to carry a diagnostic card with you in the car (much less display it on the windshield, as was done in the case of a maintenance pass). The card is only required when applying for an MTPL policy. This policy will now serve as proof that the inspection has been passed. All data on maintenance will be in an electronic database, which will be available to car insurers.

Also, according to the signed document, dealers of certain brands of vehicles for which they provide service have now received the right to conduct technical inspections. At a government meeting on November 23, 2012, Prime Minister Medvedev explained that official car dealers in Russia will independently carry out technical inspections of the car brands they sell. This will make life much easier for motorists, Medvedev expressed confidence, because it will no longer be necessary to check the car twice: first at the dealer, and then at the inspection point.
