Shuvalov instructed the Ministry of Finance and the Ministry of Economic Development to prepare amendments to the law “On Lotteries” by December 10, establishing the possibility of holding exclusively all-Russian lotteries by government decision. Only the Ministry of Finance and the Ministry of Sports will have the powers of the organizers ,” the newspaper writes.

Vedomosti recalls that currently the lottery business is mostly private - since 2005, the Federal Tax Service has issued about 4,000 licenses. There are three federal state lotteries, which are held by order of the government: “Sportloto” in support of the Olympics in Sochi (organized by the Ministry of Finance), “Gosloto” (Ministry of Sports) and “Victory” ( Spetsstroy ).
