Has censorship come to Kaliningrad?

Konstantin Rozhkov is a well-known journalist in our city, known not only for his sharp materials, but also for his active life position. He participates in the activities of the initiative group to hold a referendum on stopping the construction of a nuclear power plant, was the organizer of several rallies that finished off Governor Georgy Boos, participates in the protection of green areas and in many other issues related to defending the rights of residents of the Amber region. The authorities do not like people with such a principled position in life.

Konstantin Rozhkov publishes the newspaper "Svetlogorye" - unexpectedly large printing houses refuse to print it, so they had to publish it at exorbitant prices. Konstantin Rozhkov became a member of the Kaliningrad Regional Election Commission with the right to a decisive vote, but after a number of scandalous materials from the commission’s meetings, they found a reason and removed him from the commission. Not long ago, Konstantin Rozhkov started running the “Free Kaliningrad” website. The site began to quickly gain popularity thanks to its coverage of topics that other media are afraid to cover.

And here comes another attack: first, one deputy didn’t like what was written about him on the site, and he filed a lawsuit, then some regular readers of the site had difficulties accessing the Internet resource.

This is how Konstantin Rozhkov himself describes the situation:

"On November 30, 2012, in the evening, at approximately 20:00, one of the users of the Free Kaliningrad website called me and said that the site had undergone a DDoS attack. I called my friends and found out that my site does not open only for those who use provider services of the limited liability company "Telecommunications and Service-Dialogue" (TIS Dialogue) Since the specified time, the site has not been opened from my personal computer.

I am also a user of TIS Dialog. With this organization, whose director is V.A. Morar, 07/19/2011 I signed contract No. 2529822 for the provision of Internet access services.

Believing that TIS Dialog was experiencing some temporary technical problems, I decided to wait until the next day.

On Saturday, December 1, access to my site was not restored. At 10:30 I called the technical department of TIS Dialog on 703098. Operator Alexander No. 30 spoke to me, but he refused to give his last name. I must say that all employees of TIS Dialog, whose services I use, always work anonymously with their clients.

Alexander No. 30 said that the Free Kaliningrad website is blocked. He did not say by whom and on whose orders this was done. He only added that he does not have the right to resolve this problem, and I will need to contact the same phone number on Monday.

Thus, access to the Free Kaliningrad website was denied to 50 thousand users of the specified provider for more than two days.

On Sunday, December 2, one of the users of the Megafon provider told me that he also has limited access to my site."

On December 3, Konstantin Rozhkov filed a statement with the police, and on the same day in the evening the site began to open to all visitors, regardless of the provider.

The story, of course, does not end there; I wonder what the police will answer to the statement.

Considering that it is through the Internet that citizens learn the truth about the actions of both city and regional authorities, a very unpleasant truth, we can expect similar actions in relation to other sites. Especially taking into account that, according to rumors, early gubernatorial elections will soon take place in the region, and on the eve of problems with access to the “Free Kaliningrad” website, it posted very, very scandalous information about the construction lobby in the Government of Nikolai Tsukanov.
