On December 14, the State Duma will consider in the first reading a bill on the introduction of visa and economic sanctions against US citizens who have violated the rights of Russians. According to RIA Novosti, this was announced by Chairman of the Chamber Sergei Naryshkin. “On Friday, we will consider the document in the first reading, and until the end of the autumn session it will be accepted,” Naryshkin said. Naryshkin and leaders of all Duma factions introduced a bill, which was a response to the adoption of the US Act of Magnitsky.

The bill provides for a ban on entry into the country to Americans who have committed crimes against Russian citizens, as well as US officials, their actions or inaction contributed to their departure from responsibility. Such liability is especially specified for people who have stolen Russians or deprived them of freedom. Like the "Magnitsky Law", the Russian bill provides not only visa, but also financial sanctions - the arrest of property and accounts, a ban on transactions and investments.

According to one of the developers of the bill, the list will mainly include Americans involved in crimes against adopted children from Russia: judges, lawyers, prosecutors, officials of American custody services, diplomatic workers, non -governmental adoption organizations. In the October report of the Foreign Ministry of the human rights violations in the United States, the names of officials involved, according to Moscow, were also mentioned in torture in the secret prisons of the CIA: former assistant in the national security of Condoliza Rice, Minister of Justice John Ashcroft, CIA Director George Tenete.

Some State Duma deputies propose to extend the law not only to the United States, but also to citizens of other countries. The Kremlin sources of Vedomosti said that the administration of the president was not discussed in detail.

On December 7, at a round table in the State Duma, when discussing a bill on borrowed work, the head of the State Duma Committee on Labor, Social Policy and Affairs of Veterans, Uneneros Andrei Isaev, said that he submits a proposal to prohibit the accreditation of foreign firms and their subsidiaries as non -state employment agencies. As the deputy explained, the development of this amendment is associated with the adoption of the Magnitsky Law in the United States. The Ministry of Labor said that they did not support the initiative of Isaev. "If the organization works in accordance with the law, then it does not matter whether it is foreign or not," the representative of the ministry said.

On December 8, Foreign Minister Sergei Lavrov said that in response to the adoption of the Magnitsky Law, Russia will close the entry of US citizens who violate human rights. “I confirmed that we will also close the entry of Americans who are really guilty of human rights violations,” said Lavrov in Dublin with US Secretary of State Hillary Clinton. Earlier, Prime Minister Dmitry Medvedev said that the Russian answer will be "symmetrical and asymmetric."

On December 6, the US Senate approved the "Magnitsky Law" in 92 votes against four. The Russian Foreign Ministry called this vote "performance in the theater of absurdity." “Either in Washington they forgot what a year now, and they think that the Cold War has not ended. Either the senators are so carried away by a self -patient that they ignore the obvious: each country can close the entrance to their territory, to whom he considers it necessary, for which no special legislative acts are required,” the official comment says.
