Apparently, with the current system of government in Russia, even in conditions of a rigid vertical system, conflicts between governors and mayors of donor cities are inevitable.
It would seem that just recently the head of the region publicly announced his support for the new city manager of Kostroma, Viktor Yemets.
It seems that, unlike the stories of Shershunov-Korobov and Slyunyaev-Pereverzev, today there are no grounds for either political or business contradictions between Sitnikov and Yemets. However, less than six months after the formation of the new tandem, a crack began to appear in it.
The city did not give the region the amount of debt promised this year for the Mercedes, and the region, in turn, decided to withdraw funding from the city from the clause on the exercise of the powers of the regional center.
The fate of the city's millions will be discussed tomorrow by regional deputies.
“On December 11, the Regional Duma Committee on Budget, Taxes, Banks and Finance will hold a regular meeting. Deputies, together with representatives of the regional administration, prosecutor’s office, and justice, will consider the draft law “On the regional budget for 2013” for adoption in its final version. As part of the third reading the program of state internal borrowings of the region will be approved, as well as the procedure for providing budget loans to municipalities.
In order to optimize the region's spending obligations and concentrate funds on solving priority tasks, deputies will discuss the possibility of suspending the law relating to the status of the administrative center - the city of Kostroma."
