According to Izvestia, in this way the senator intends to solve the problem of the return of Russians to the North Caucasian republics. Torshin claims that there is no need to build new children's institutions for immigrants - instead, you need to give children to families, stimulating the appearance of "private orphanages". "An agreement is concluded, and people accept small guests with the obligation to feed, dress, shoe. For which they will receive the appropriate maintenance," says Torshin. According to the calculations of the unicorn, on average on one orphanage, the state spends from 300 thousand to 1 million rubles a year, while in the south the content of children is much cheaper.

According to the senator, if the children are brought up "in the best traditions of the Caucasus," to know the language and mountain customs, this will positively affect the interethnic relations in the country in the future. In addition, the appearance of "private orphanages" will attract additional funding to the Caucasus and create new jobs.

The implementation of the program should be entrusted to the Ministry of Health and Social Development, Torshin believes. In 2013, the United Russia plans to go out with the initiative to the envoy to the North Caucasus Federal District Alexander Khloponin to "see how ready in the region is."
