The second series of searches and detention in the “pipe business”: one former official Smolny is in custody, the other on the federal wanted list

The new person involved in the loud case of fraud and theft from the budget of 3 billion rubles - the former chairman of the Petersburg Energy Committee Oleg Trishkin - was detained on December 12. Another St. Petersburg ex-official-the predecessor of Trishkin in this post-Alexander Bobrov-is now wanted by the police. The other day, the Tver court of Moscow will choose a preventive measure for Trishkin: investigators insist on arrest. The suspect Bobrov, according to operational information, disappeared abroad.

About 3 billion rubles were told about the sensational anti -corruption case on the facts of fraud and theft from the budget of St. Petersburg when repairing and replacing the New Heatzeti ( see No. 137 dated 03.12.2012 ). Investigation of a criminal case instituted on 11/27/2012 under Article 159 of Part 4 of the Criminal Code of the Russian Federation “Fraud”, are conducted jointly by the IC of the Russian Federation and the GEB of the Ministry of Internal Affairs of the Russian Federation. The previous and current vice-governors of the Northern capital are witnesses to it, and Smolny officials and businessmen who performed work on contracts with the administration are suspected and accused.

According to the investigation, in 2009 - 2012 (possibly earlier), during the reconstruction of highways in St. Petersburg, instead of new pipes, old, “backing” were laid, twice cheaper. To hide this, they were specially painted, applied the desired marking, and fake quality certificates from manufacturing plants were issued. Outwardly, the old pipes did not differ from the new ones. This was discovered only during the audit initiated in August by George Poltavchenko. It turned out that almost 600 km of heating systems was replaced in such a tricky way in the city. The budget paid for new pipes. Delta, according to preliminary estimates, amounted to 3 billion rubles and settled in the pockets of participants in the criminal scheme.

On November 29 - 30, a large -scale special operation was turned in St. Petersburg. More than 200 employees of the IC and the Ministry of Internal Affairs arrived from Moscow, including fellow fighters. They arranged more than 30 searches. They seized 25 million rubles, 200 thousand euros, 100 thousand dollars, certificates of ownership of apartments in elite regions of the city, suburban real estate and land. The searches took place in the St. Petersburg Committee on Energy and Engineering ( otherwise - the Energy or CAIO Committee ), at the Customer Management GKU ( the structure subordinate to the CAIO, the customer of all work ), in the office of Petrocom LLC ( one of the contractors ), as well as in the apartment of the chairman of the CAIO Vladislav Petrov. It was Petrov that seized the main part of the “cash” - 18 million rubles, 100 thousand US dollars, 100 thousand euros. Vladislav Viktorovich on the same day resigned.

Moscow investigators conducted 18 interrogations, including talking with the vice-governor of the city Sergey Kozyrem (supervises the housing and communal services), Vladislav Petrov and his predecessors-the former chairmen of the Energy Committee-Oleg Trishkin (headed by KEIO from 2008 to 2011) and Alexander Bobrov (from 2003 to 2008).

In total, after the first communication with the investigation team, 8 people turned from witnesses into suspects. Four of them remained in St. Petersburg - under the subscription about the lower room. Four more were detained and transferred to the capital. On December 1, the Tver court of Moscow arrested for two months the director of the Customer Management Civil Procedure Code Konstantin Mosin, the founder of the company Petrock Andrei Kadkin, his deputy Sergei Zhukovsky and the former General Director of Petrock LLC, Alexei Muravyev.

On December 10 - 12, dozens of metropolitan investigators and operatives again came to Petersburg. They searched the offices of several more commercial firms-contractors for the replacement of pipes (LLC Most-Service, SMU-53, etc.). We visited the apartments and country houses of their leaders, as well as in the apartments of Smolny officials. They took a large number of documents, draft records, electronic media of information and other items confirming the criminal activity of representatives of the authorities and entrepreneurs. At least 20 people were interrogated. In addition to Oleg Trishkin, directors of two subcontracting organizations were detained that performed work on the installation and laying of pipes. However, only Trishkin was transferred to Moscow on December 12 to charge. Businessmen are in St. Petersburg under the subscription of the lower room.

According to the GUEB of the Ministry of Internal Affairs of the Russian Federation, employees of the department also searched the place of residence of another ex-head of the KEIO-Alexander Bobrov (predecessor Trishkin), but the owner himself was not found there. They did not find it either at the workplace or at other addresses where Bobrov could be, according to the investigation. According to operational data, Alexander Vitalievich knew about the upcoming arrival in the northern capital of the second Moscow landing and went abroad the day before.

“Facts confirming participation in the unlawful scheme of Bobrov have been established,” Albert Istomin told the “New” Deputy Head of the press service of the Ministry of Internal Affairs of the Russian Federation. -Since the ex-official is currently hiding from the investigating authorities, on December 12 he is put on the federal wanted list.
