Today, Russian President Vladimir Vladimirovich Putin addressed his annual Address to members of the Federal Assembly. Leaders of regional parliaments were also invited to the event. Chairman of the Legislative Assembly of the Kirov Region Alexey Maksimovich Ivonin, who was present in the St. George Hall of the Kremlin, shared his first impressions of what he heard:

“It is impossible to immediately comment on all the topics raised by the President today. We, the deputies of the UZS, in the near future need to carefully study the Address and outline measures for its implementation.

The main thing is that we should take into account the important message of the President - the stage of restoring and strengthening the country has been completed. The time has come for its progressive development, which is impossible without relying on people and their intellect.

I would like to note three points that immediately attracted the attention of regional legislators.

The first is V.V. Putin proposed giving the right of legislative initiative in regional parliaments to State Duma deputies from these regions and members of the Federation Council. A very interesting proposal. If the deputy corps of our Assembly supports the President’s proposal, and I think this will happen, then our colleagues O.A. Kazakovtseva, S.S. Zhurova, O.D. Valenchuk, S.A. Doronina, S.P. Mamaeva, V.S. Timchenko, Cherkasova K.I. There will be new opportunities to work for the benefit of the region.

The second message, which is also important for the Kirov region, is the need to develop agricultural production. In 4-5 years, Russia should fully provide itself with basic types of food. And then begin exporting it in ever-increasing volumes. Deputies of the Legislative Assembly of the region have long raised the issue of the need to return thousands and thousands of hectares of abandoned land to agricultural production. Work in this direction needs to be intensified. The President’s comments on solving demographic problems in the country are also interesting. Vladimir Vladimirovich noted that there are many regions where timely adopted laws on financial assistance to families contribute to an increase in the birth rate. Here we are talking about the Kirov region.

The Legislative Assembly of the Kirov Region will also continue to work in the directions outlined by the Presidents - providing children with places in kindergartens, increasing the availability of mortgages for young families, developing school education...

And one more point that is important for legislators and all citizens. The President emphasized the imperative of the rule of law and the importance of monitoring its compliance. Particular attention is paid to monitoring the activities of officials and their income. I would like to draw attention to what the President said that no official can hold a position if he is under the influence of the West or receives financial support from there. It is planned to increase the powers of the control and audit chambers.

I can say that at the next meeting of our parliament it is planned to adopt a regional law on the control activities of the Legislative Assembly.

Vladimir Vladimirovich will continue his conversation with the heads of regional parliaments about the ways of development of the country tomorrow at the meeting of the Council of Legislators at the Federal Assembly.

In the interpretation of Alexey Ivonin, Vladimir Putin’s Message, to put it mildly, differs from the original. What are the passages about the “rule of law” and the fact that “not a single official can hold a position if he is under the influence of the West or receives financial support from there”!

Or this: “The time has come for her <country> to develop progressively, which is impossible without relying on people and their intellect.”
