The Parliament of Kabardino-Balkaria, at a meeting on Thursday, adopted the republic's budget for 2013 and for the planning period of 2014 and 2015 in its final version, an Interfax-South correspondent reports from the meeting.
Budget revenues of the KBR for 2013 are provided in the amount of 25 billion 281 million 686.3 thousand rubles, expenses - 27 billion 030 million 118.3 thousand rubles, deficit - 1 billion 748 million 432 thousand rubles, or 6.47% of expenses.
Free receipts from the federal budget for the coming year are projected in the amount of 14 billion 984 million 802.1 thousand rubles, including 8 billion 097.3 million rubles - subsidies to equalize budgetary security.
In 2014, the deficit is projected to be 1 billion 663 million rubles (6.4% of expenses), in 2015 - 1 billion 720 million rubles (6.3% of expenses).
As Kanshoubiy Akhokhov, Chairman of the Committee on Budget, Taxes and Finance of the KBR Parliament, said at the meeting, after the first reading procedure, the parameters of the budgets were increased - income and expenses increased by 151.3 million rubles.
Of the 40 existing republican target programs, 36 will be financed, he added.
At the same time, the funding will be reduced for 11 RCPs, including the program “Reform of Housing and Communal Services” - by 11 million rubles, “Housing” - by 28 million rubles, “Support for small businesses” - by 8.9 million rubles, “Training "—by 3.9 million rubles.
At the same time, the increase in funding will affect 22 RCPs. Among them are "Development of physical education and sports" - for 62 million rubles, "Providing housing for young families" - for 50 million rubles, "Health improvement for teenagers" - for 92 million rubles, "Anti-corruption" - for 7.2 million rubles, " Reducing administrative barriers" - by 194 million rubles (the main funds will be used to issue social cards to citizens of the Kabardino-Balkarian Republic).
The CBD budget for 2012 was adopted with a deficit of 3.6% of expenditures; within a year after changes were made to the budget parameters, its deficit grew to 10% of expenditures.
