
The State Duma adopted the Anti -Zacacon Magnitsky. Now US citizens may prohibit the adoption of Russian orphans. The public is indignant, the deputies are languidly justifying and trying to counterattack critics. The authorities, it seems, sincerely do not understand that their initiative looks like anti -human stupidity.
The bill prohibiting US citizens with the adoption of Russian children is adopted by the State Duma in the third final reading. A public reaction (at least in social networks and the media) was very stormy to it. Under the letter on the website of Novaya Gazeta, say, at the time of the day of December 21, 120 thousand signatures were delivered against the bill. Several thousand signatures were collected on the website of the Rain TV channel. During the second reading of the bill, and during the third, the third pickets were held at the State Duma building, and the Novaya Gazeta journalists handed over printed signatures collected on the publication’s website.
Journalists accredited to the press conference of Vladiri Putin, on the eve of the president, literally captured by questions about how he relates to the law and sign it. Eight people consistently interrogated Putin, trying to get a clear answer. Putin discouraged that he had not yet seen the law, but he supported the idea itself: they say, the American authorities acted unwell and we reacted. The president was forced to promise the same Novaya Gazeta that the State Duma, as he announced earlier, would consider the protest of “more than one hundred thousand citizens”.
True, the State Duma is in no hurry with consideration (in contrast to the consideration of the law itself) of these protest signatures. On the way from the reception room to the Okhotny series, the signatures were almost “lost”, and the vice speaker Sergey Zheleznyak promised to consider the collective folk complaint only in January.
The law is so indecent that it caused people's rejection of various political views. The deputies are not talking about the deputies: they voted regularly, only some of the Socialist -Revolutionaries and Communists in the second and third reading did not support the law. True, the vote was not like that in United Russia, but for more than four hundred voted “for”, even if they were “against” in words. Deputy Alexander Sidyakin , who became famous for the law on rallies and the law on NKO-foreign agents, wrote on Twitter that he had left the voting hall, and Robert Schlegel published a prone post in which he explained that he had doubts, but he still voted “for”.
The deputies, in addition, were also offended by the fact that in the media they are criticized for the law. Insult their heading "Intelligent American family will adopt a demented deputy." The State Duma speaker Sergei Naryshkin even instructed the relevant committee to deal with the “insult”.
The unanimous of the parliamentarians was so great that for the law even voted in the second reading a deputy from United Russia, which died the day before. A dead deputy who decides the fate of living children is a picture, frankly, not for the faint of heart.
Representatives of the media community opposed the law of the law almost a united front. When it still happens that the chief edges of the magazine “However”, the fiery rostrum of the agitprop Mikhail Leontyev, “New Gazeta”, the chief of the “Russian News Service” Sergey Dorenko and TV presenter Sergey Brilev, are opposed to the initiative of the authorities. It seems almost impossible, and yet it is so.
Even usually unanimous representatives of the Russian Orthodox Church dispersed: Archpriest Vsevolod Chaplin supported the ban on adoption, and Archpriest Dmitry Smirnov. But the head of the Synodal Department for Church Charity and Social Service, Bishop of Smolensk and Vyazemsky Panteleimon said that such decisions cannot be made based on the political situation.
The Russians as a whole regarding the adoption of orphans by foreigners do not have an unambiguous opinion. And when Vladimir Putin says that most citizens are against the adoption of Russian children with citizens of other states, he is definitely cunning. According to the 2010 VTsIOM survey, the number of supporters of the ban on adoption by foreigners was 38 percent. Opponents of the ban is more - 48 percent. That is, most Russians are rather against the ban on adoption. And the vast majority (more than 80 percent) know almost nothing about the death of Sergei Magnitsky.
A sharp reaction of the active part of society is understandable. The authorities, as it were, say abstract American politicians: “You will not let our officials and security officials to you, and in response we will not only let you go to us, but we will also torment our children.” This position is hardly appropriate in any humane society and from the lips of any responsible politicians. “In spite of my mother will freeze,” only more cynical and inhuman. Verily-either dementia, or some very cunning and cynical calculation.
No, the deputies are trying to somehow smooth out the impression of everything that is happening. The State Duma adopted the statement “On Improving the Institute for Adoption and Measures of Support for families with children in the Russian Federation” and offers to accept the special target program “Russia without orphans”, but only when is it done? They promise during the year, but for the year the problem cannot be solved for sure. And the children, meanwhile, (few, but not the point) will suffer.
At the same time, it seems that the authorities really do not understand that he has gone over to the stick. “These are the Americans,” Vladimir Putin perplexed the day before, “they adopted an anti -Russian act, and they also have Guantanamo, where they hold foreigners without trial and investigation and torture is used.” And they continued and continued to ask why he wants to leave sick children in orphanages, if only not to give them to the bad foreigners.
However, there is still an opportunity for the correction of an obviously idiotic law. Still, there is a Federation Council and a presidential veto. Although there are doubts that the authorities have enough spirit, mind and conscience to admit that they went over the stick. After all, the Americans “offended us”, and they also have Guantanamo.
