"Orphan" law as a scientific problem

Having carefully processed the primary sources - speeches, answers to questions, articles in the press, press conferences, etc., I, as a scientist with extensive experience working with unstructured information and fuzzy logic, can state the following.

1. This problem requires in-depth analysis.

2. Perhaps a rare natural phenomenon occurred: a local, narrowly focused solar flare, as a result of which a narrow beam of ionized plasma hit a group of buildings in the center of Moscow and caused a massive disruption in the consciousness of certain vulnerable groups of employees who overworked themselves working for the benefit of the state. This is likely, since these employees work in institutions such as the State Duma, the presidential administration, and the government of the Russian Federation.

3. Perhaps, as stated in one of A. Marinina’s novels, there is an antenna working in some institute, the “loop” from which captures the above institutions.

The above hypotheses are supported by the fact that not all one hundred percent of citizens are affected. Some, the most stable, retained the clarity of their minds and the firmness of their memory.

Maybe, really, everything is simpler: when God wants to punish someone, he first of all takes away the mind.
