Residents of this and other areas, deputies from the Communist Party of the Russian Federation and Yabloko spoke and adopted the following resolution:
“We are categorically against any, including temple, construction on the territory of the natural complex (PC No. 89) “Red Carpet”. According to the General Plan of Moscow, it belongs to specially protected natural areas and has the status of a natural complex with urban planning regime No. 2, where only the construction of facilities necessary for the maintenance of the territory is permitted, the temple is not one of these.
According to the Moscow City Charter, the boulevard is intended only for walking and everyday recreation, is in the general use of citizens and is not subject to alienation into the category of limited-use land. If a religious building is placed on the Red Carpet, then the public land plot will become the property of the Russian Orthodox Church or will be leased out for a long-term lease, which is strictly prohibited by the charter of our city for natural and recreational areas.
Recently, cases of illegal development, including infill development, cutting down trees, including on Starovatutinsky Proezd, use of public lands in the interests of private companies, etc., have become more frequent in our area. In all such cases, we demand strict compliance with the law and strictly punish those guilty of violating current legislation.
That is why we express no confidence in the prefect of the North-Eastern Administrative District Vinogradov and all his deputies, the head of the Babushkinsky district council Alisultanov, the head of the municipal assembly Lisovenko and deputies Buyanov, Zemenkov, Bezrodnykh, Kaprin. It was these individuals, taking advantage of their official position, who promoted the anti-people project of illegal development of the “Red Carpet”; at their instigation, the only public garden on Starovatutinsky Proezd was destroyed; they promoted infill development in our area and acted in the interests of investors, not citizens. Thanks to them, there are not enough kindergartens and clinics in the area, instead of which ridiculous skyscrapers are being built, blocking the sky and sun for the residents of the area. This cannot be tolerated any longer.
We demand the resignation of the prefect of the North-Eastern Administrative District Vinogradov and all his deputies, the head of the administration Alisultanov, as well as the recall of the listed deputies as having not justified the trust of the residents of the region.
