Following the ban on having real estate and accounts abroad, civil servants may oblige to return to their homeland after training abroad. The idea was nominated by the head of the central apparatus of the All -Russian Popular Front Vyacheslav Lysakov, and Valery Trapeznikov supported its member of the Presidium of the United Russia General Council.
The amendments appeared immediately after the scandal around the daughters of the vice-speaker of the State Duma Sergey Zheleznyak. The fighter with corruption Alexei Navalny wrote a few days earlier that one of the daughters of the deputy was studying in Britain, and the other in Switzerland.
The co -authors of the bill on the return of the offspring of civil servants to their homeland in a conversation with Publicpost told that children are also investments, as well as why the Moscow mayor’s child should not study in London, but at Moscow State University.

We do not take all Russians, no one talks about the iron curtain. The idea is debatable: since we impose restrictions on civil servants, on government representatives, including security forces, deputies and so on, it is probably unacceptable that they not only send children abroad, but also keep accounts, property, shares, securities - they drive a nest. This is absolutely unacceptable both from the point of view of morality, and from the point of view of the fact that these people represent the power - with one hand these people urge their fellow citizens to strengthen their own country, economics and security, and make the right hand the exact opposite - build paradise in another country.
If special-subjects send their children to get an education so that they return to their homeland and work for the benefit of their country-this is one conversation, and if they do it to start the relocation process, planning the life of children in another country-this is somehow not committee, sorry. If you are an ordinary citizen, there are no restrictions: you paid taxes and where you want to live. But for the representative of the authorities, this is immoral. The law we are talking about, on restrictions and prohibitions for officials, is a new moral for national elites. Now they often go to power in order to get some preferences, the opportunity to earn money and last in order to think about the good of their homeland.
We also have a reverse example - officers who go to protect their homeland, but know that they will live in uncomfortable conditions, officers of the foreign intelligence service and the FSB, who are on exactly the same restrictions ... officials do not have the right to have property abroad because this limits the objectivity and independence of managerial decisions. If you represent power, then the independence of this power will be problematic if you keep your assets outside the Russian Federation. And children are also investments.
-Is there any statistics-how many children of officials are studying in the West now?
As far as I know, no one leads such statistics. But, judging by the information from open sources, all the people who crossed a certain bar went up to a certain height of personal financial well -being, try to take their children abroad, and to obtain education, and to apply the knowledge gained. This is not good. It turns out that we have such a drainage for the elite, which gradually leaves the limits of its country.
People who came to power should start with themselves before demanding something from their fellow citizens. The question is not even in patriotism, you can’t force it by forcibly, the question is to carry out a certain breeding work - for the future. The law on restrictions and prohibitions for officials is in demand in society. If a person is hypocrite representing power: he speaks of strengthening the economy of his country, and at that time he strengthens the economy of Western companies, then this is the absence of any morality. According to public opinion polls, 66% of Russians support such a law. In the case of implementation, it will give huge positive consequences both for power institutions and for society as a whole. This is a healing and improving public morality. "
Valery Trapeznikov, member of the Presidium of the General Council of United Russia:
"I think this is very correct - to make sure that no official has the right to send their children to study abroad. This is especially true for selected governors - they must send their children to higher educational institutions of the region that they lead. This is the main thing.
Businessmen are another matter, please. You are engaged in business - move to London, Geneva, these are your problems. Journalists are the same ( laughs ). Only children of governors, mayors, deputies of the Upper and Lower Chambers, federal ministers, only in this regard.

In the second reading, we will correct something a little, but I think it will pass. So it is here. We will relax on the holidays and start the fight against corruption again, as our president said.
- Do not be afraid that officials will go to various tricks, will write down children under other people's names?
If the child of the mayor of the city of Moscow went to study in London, where will you rewrite it? Everything is clear! Let him study at Moscow State University.
- And how can you technically oblige the son or daughter of the official to return after studying to their homeland?
So far, we have only a draft version of the bill, stuffing, we will write it with lawyers, consult, so as not to infringe on the constitutional rights of Russian citizens. But there is also the moral appearance of our official, right? So let the children learn him where everyone else is. ”
