Public council of officials
The Committee for the Fight against Nature for the Protection of the Environment and Natural Resources of the Novgorod Region announced the creation of a Public Council.
The matter seems to be good, but either the Committee does not know a single public environmental organization in the region, or does not want to officially invite them, and therefore, for its part, proposed several officials (!) to the Public (!) Council.
Of the seven people, only three can represent the public, although this is also controversial. How much have you heard about the activities of the Commission on Environmental Safety and Environmental Protection of the Public Chamber of the Novgorod Region, for example?
According to the Regulations, the Council is formed of no more than 10 people (clause 3.4). At the same time, the number of persons holding positions in the state and municipal service should not be more than one quarter of the composition of the Council (clause 3.2.). Formally, the employees of the Directorate for Protected Natural Areas are not officials, but in fact they and the Committee form a single whole.
Since the Committee proposed these seven people, it means that it intends to accept them. There are three candidates left from you and me, residents of the Novgorod region.
Most likely, the Ecology club will also propose its candidates. Let's see which public figure the committee leadership ultimately prefers.
