The same law establishes a unified register of domains and sites with illegal content. The law was opposed by Russian Wikipedia, the social network VKontakte, the blog service LiveJournal, the search engine Yandex, the Russian representative office of Google and others. The Human Rights Council under the President and the Russian Association of Electronic Communications gave negative opinions on the bill. The list of prohibited sites that are subject to closure without trial began to be created in November 2012. At the very first stage, the application of the law encountered a scandal - YouTube video hosting was included in the register , but then it was removed, citing a technical error.
