The struggle for the seat of the head of the republic is gaining momentum every day.
The names of the first contenders have already appeared from the pages of newspapers, magazines and blogs. A dozen familiar individuals with emasculated biographies, incriminating evidence, with imaginary and real connections to the “necessary ones” begin to emerge from the shadows and oblivion. circles. They, mainly from Moscow, are preparing landings of their adherents into the republic with bags of sugar and flour, candy wrapper certificates and air lotteries. It will not be difficult for them, having overcome all barriers, to register as candidates for the coveted position of head of the republic.
But it should also be noted that other nominees, based on the ceiling restrictions in the Law on the Election of Governors in the Russian Federation, adopted by the parliament of the republic, will have no chance of registering because they will face:
- with the need to enlist the support of 10 percent of deputies of representative bodies of municipal entities, or elected heads of municipal entities of a constituent entity of the Russian Federation, representing at least three-quarters of the municipal districts and urban districts of the region;
- with the inadmissibility of self-nomination of a candidate and the possibility of nomination only through parties registered in the republic.
It is no secret that these levers remain in the strong hands of local authorities, and laws today work for swindlers and thieves, and not for honest people. How “organized” the last elections were held leaves no one in the republic in any doubt. In addition, literally on the eve of the new year, on the initiative of the leadership of the neighboring North Caucasus republic, a bill was introduced into the Duma to return to the appointment of governors, with all the ensuing consequences. And it is unknown what other surprises the authorities have prepared!
The situation emerging on the eve of the upcoming elections does not in any way suggest any relief or positive changes for the Ingush in the future. And those who are striving for the coveted chair of the head of the republic are either not at all concerned with the problems of the people and the current situation, or with their characteristic naivety and categoricalness, they imagine that they absolutely know the bird if they saw the egg from which it hatched. One way or another, the irrepressible thirst for power and profit clouds their minds and deprives them of peace. The result of the activities of former nominees who are striving for power is quite obvious and predictable: some, in the recent past and present, having settled into the coveted chair, betrayed everyone and sold everything that moves and does not move; and others stood and stand in line, ready to replace them and repeat their path!
Accustomed to hoping and dreaming in anticipation of good prospects, the residents of the republic continue to live for today! What we have always wanted and want today from the authorities, everyone knows for themselves and everyone together. But not everyone understands who we want to see in power, and how our future will be connected with this! Seemingly insignificant, this question, all these years, turned out to be fatal and fateful, due to traditional ideas about honor and dignity by the inhabitants of the republic. This is due to the fact that when assessing the personal merits and spiritual and moral qualities and characteristics of the candidates, they gave, and are probably again ready to give preference to such two, which have become rather banal and deceptive, attributes of glory and greatness, such as heroism and general , easily handed out by the authorities as bait, and finally discredited by it. These attributes have come to have a very definite price today, like everything else in this country over the last hard decades, but they have never determined mental and business abilities, and have ceased to be a measure of the spiritual and moral component of a person. And for a candidate to whom the people would entrust governance, it is they who are most important, and not his heroism and title.
It's already been 20! years since the republic was formed, and living conditions, or rather, survival here, are becoming more and more unbearable! The traditional question - why - has very specific answers, which can generally be summarized as follows:
Firstly , because the federal government, in essence, does not care at all about the problems of the entire people. According to the concepts that have finally established themselves in the country, for the own well-being of the current inhabitants of the Kremlin, it is enough to seat an unquestioningly obedient and dutiful vassal in the chair, who would create fewer problems and would not interfere with their reign. She will be indifferent to what and how he does with his people until the latter’s patience runs out and a threat to the well-being of the Kremlin court looms. The power was and remains at the heart of its reign the archaic principle: “Divide and conquer” using the “Carrot and Stick” method. In terms of the level of development and application of this principle, it is on the same level as medieval empires, in comparison with the leadership of democratic Western countries. And its medieval barbarity is manifested here in the fact that Western countries today apply this principle to third world countries and authoritarian regimes, and our government applies it to its people!
Secondly , the vassal, selected by the authorities, is so dependent on the disposition of those close to him of the main overlord and is limited by the corrupt institutions created by it, as well as by local elites, their morals, and other conventions, that all this, en masse, does not leave any hope for the possibility easing the situation of the residents of the republic. As a result, the presence of such vassals in the chair of the head and their implementation of state procedures consists, as the poet and critic Peter Vyazemsky put it, in two techniques: ordination and assault. Add here the fact that we have salvation from the bad measures taken by the government, which has five thousand miles from thought to thought, called bad execution, then we can affirmatively say that we, the rest, are all exiles in our homeland!
Thirdly , closed in their tribal relations, teips and surnames, as well as divided in their very faith into irreconcilable currents and virds, the residents of the republic have long ceased to trust the authorities and their appointees. Every week they watch on their streets mask shows with bloody scenes of revenge and reprisals between security forces and terrorists against each other, against the backdrop of fattening and thoroughly corrupt, greedy officials and national elites. All this creates fertile ground for more and more nouveau riche and crooks in power to realize their selfish plans. This is where those frankly “high” voting rates in elections, appeals to the ECHR, completely meaningless complaints to the Kremlin and moaning in front of each other come from.
The cause-and-effect relationship, which has not improved the socio-economic situation in the republic for so many years, lies mainly in these three answers.
You can still build a lot of social facilities, passing them off as carrots and raising national elites on fraud and deception with the hope that at least some crumbs will go to the people. You can still wave the whip for a long time, destroy houses, organize raids, and extrajudicial executions, trying to intimidate and turn the people into silent and obedient cattle. But all this, temporary and transitory, will end in the end with the defeat of the government itself and the expulsion of the corrupt and unprincipled elites and vassals it implants, as the German poet Heinrich Heine accurately expressed it when he said: “Peoples have time, they are eternal, only mortal kings."
The situation created in the region constantly poses the same questions to us: how long will the authorities be blissful and satiated with their position and how long will the people be ready to turn a blind eye to this.
And if the residents allow themselves this time to be harnessed by Zhirinovsky’s donkey to a worn-out cart, or sell their votes for a gingerbread, then for the next five long years they will remain to vegetate in an even worse situation, shaking each individually with fear, anger and helplessness!
You can, as people are used to, come to terms with your situation, but you can also change it by overcoming your own prejudices and prejudices. To do this, it is enough to unite, unite as the people did in the most difficult periods. At least for this crucial moment, we must yield to personal interests and public interests. Of course, following the dictum expressed by the English satirist Bernard Shaw that: “Democracy cannot rise above the level of the human material from which its voters are composed,” one must realistically assess the level of political maturity of the people. But, if the residents continue to fully rely on the appointed “general” and continue to endure everything that happens, there is nothing left to do but subscribe to the aphorism of the German publicist, Johann Seime: “A people that can be saved by only one thing - the only one man, deserves the whip," and wash his hands of it. Believing that the people have not yet sunk to this level, let us hope that this time they will not make a mistake and will not allow themselves to be deceived.
First of all, all democratic and progressive-minded forces in the republic should unite and create an initiative group, a committee. Let the most educated, best, authoritative representatives from as many teips and families, nationalities and confessions as possible enter there. We can only regret that we have very few other nationalities, which greatly contributes to the closure of the people on internal prejudices, narrowing their horizons and mutual understanding, ultimately resulting in increasing isolation, alienation and regression of interethnic relations throughout the country.
This initiative group must develop a real program for the development of the republic, outline in it goals and objectives for the future leader. It goes without saying that all candidates for the post of head of the republic must have their own programs. And the question will certainly be about how much they coincide with the program of the initiative group and how capable the candidates are of implementing them.
Today I would quite definitely outline the main chapters of such a program:
— Reorganization of the political structure of the republican government with limiting the powers of the head of the republic and increasing the powers of parliament;
— Termination of extrajudicial executions in the republic and the return of all structures and institutions of power to the legal field;
— Solving socio-economic problems;
— Solving territorial issues.
Each of these chapters requires a more specific presentation, but this is why an initiative group is needed.
It is absolutely obvious that the appointed head of the republic will never dare to go against the government and its leader, who violate some provisions of the Constitution of the country and violate the interests of the entire society. But the elected head can and is obliged to speak with the authorities in the interests of his people on an equal basis, within the framework of the Constitution of the Russian Federation. Some politicians may see in my words a threat to the security and integrity of the country, but I will say quite definitely and literally the following about this:
The government, which violates the rights of its citizens in the most immoral way, flirts with nationalist forces in the country, carries out extrajudicial executions in the region, is mired in corruption and ignorance, has discredited the law by replacing it with concepts, and today is not able to hear the voice of one person, a dozen, a hundred. She has difficulty hearing tens of thousands of voices! But she will not be able to ignore the voices of many hundreds of thousands of people, and she will be forced to take them into account! And all these people have one demand: stop violating their constitutional rights and parasitize on their work and position! The government was elected by the people to serve them, not destroy them!
The same commission must identify the main issues that impede the nomination and registration of candidates and seek their resolution from the republican authorities.
It must enlist the support of as many public organizations in the republic and religious denominations as possible, and organize the wide dissemination of its ideas and appeals in all available media, including the Internet.
This group may not be large, ranging from 20-40 people, but it must be proactive and effective. This is important today!
In all the upcoming battles, the main thing is not to allow yourself to be deceived by the traditional argument for narrow-minded and paternalistic-minded people: “As the Kremlin wants, so it will be.” This may happen if you do nothing!
I would like to say a lot more about the topics that will be raised by the newly emerged and familiar candidates for the post of head of the republic, with which they intend to attract the people. But one thing in them will inexorably reveal the true goals of all the fuss and zeal of the candidates - the desire for power and personal enrichment through it!
