General Director of the Zenit club: the stadium may not be built on time

The St. Petersburg Zenit stadium, which should be delivered by October 2015, may not be built on time. Such a statement made the R-Sport agency the general director of the Zenit football club Maxim Mitrofanov. “We are generally extremely concerned about the fate of construction, since at the moment there is not a single prerequisite for the stadium to be built in the indicated time, and at the same time complies with the ... standards of FIFA, UEFA and the RFU,” the agency quoted the words of Mitrofanov.

At the same time, the director noted that if the Zenit club itself led the construction of the stadium, the object would have been handed over a long time ago.

Mitrofanov emphasized that neither the club nor its general sponsor - Gazprom State Corporation - could affect the course of construction. "Both the club and its subsidiary" Zenith Arena "perform only consulting functions in the project ... At one time, we asked us to more tightly use us in the development of design documentation and in working with the contractor, but we were not heard," the director said.

The construction of the Zenit stadium on Krestovsky Island has been conducted since 2007. Initially, the cost of work was estimated at 6.7 billion rubles, but today, the cost of building exceeded 14 billion. The total estimate is now 43.8 billion rubles.

At the same time, the deadlines for the surrender of the facility have been repeatedly shifted. According to the current plans of the city administration, Zenit’s construction should be completed by October 2015. Nevertheless, now the stadium is ready only for a third.

On January 14, it became known that the Accounts Chamber revealed violations during the construction. In particular, they relate to the transfer to the city budget of funds proceeds from the sale of the materials of the Kirov stadium, on the site of which Zenit is being built. Also non -compliance with the law were discovered when using return materials remaining after dismantling the old stadium. Inadequate storage of 63 thousand chairs for spectators with a total value of 287 million rubles was noted. It was found that in 2006-2008, work was carried out without permission for construction, and in 2010-2012-without approved project documentation.

According to the data given by Fontanka.ru, citing the auditors of the Accounts Chamber, the total damage caused during the construction of the city budget amounted to more than 500 million rubles. The expenditure of another 3.7 billion rubles of the inspection could not be checked. According to the publication, the main reasons for the overspending of funds were multiple transfer of the construction time and non -compliance with the initial project.

On January 15, the chairman of the control and accounting chamber of St. Petersburg, Vadim Lopatnikov, said that Gazprom was to blame for the rise in the cost of Zenit, as well as the transfer of the deadlines for its delivery, which demanded to make all new changes to the project. "Some of the claims can be presented to the founders of this organization - this is mainly related to Gazprom. The wishes of Gazprom every year to improve this stadium, without a normally design and estimate documentation, which is approved by the Glavgosexpertiza, led to the situation that we now have," Lopatnikov said.
