The past year was full of state care for the security forces: their salaries grew consistently. First - from January 1, 2012 - the salaries of police and the military increased 2–2.5 times, and a year later, from January 1, 2013, salaries in other law enforcement agencies - the Federal Penitentiary Service, the Ministry of Emergencies, the FMS, the FSB, the FSR, the FSO, the State FTS service and the Service of Special Objects under the President rose to the same level. In addition to the security forces from January 1, 2013, the income among judges increased. As reported by the First Deputy Minister of Finance Tatyana Nesterenko, now the average salary of judges of arbitration courts will increase from 132 thousand to 150 thousand rubles, regional courts of general jurisdiction - from 115 thousand to 132 thousand rubles, district courts - from 102 thousand to 104 thousand rubles. Finally, the Investigative Committee waited for his turn, which in recent months has become the chief newsmaker of Russian politics.

On January 23, the State Duma adopted amendments to the Federal Law “On the Investigative Committee of the Russian Federation”, which increase the amount of surcharge to investigators: from January 1, 2013, they will be 100%official salary, from April 1 to 125%, from October 1 - to 175%. As stated, submitting a bill in parliament, deputy Alexander Khinshtein, this project must complete the reform of the monetary maintenance of law enforcement officials and special services. On December 30, the president signed a law that similarly increases salaries to employees of the Prosecutor General.

“An increase in the salary of the army and the police was a step of the state aimed at increasing the degree of their loyalty to the authorities,” said the former investigator, and now lawyer Vadim Kobzev. As a result, there was a need to “tighten” the income of the rest of the security forces to the police level. “The salaries of investigators were noticeably lower than that of the police, and this caused terrible irritation. Investigators have always been considered an elite in law enforcement agencies, and their salary has always been slightly higher. And now they waited for an increase, ”says Kobzev, according to which, investigators and prosecutors have not grown since 2005.

130 thousand for investigator Gabdulin

Until recently, a young investigator who came to work after the institute with the rank of junior lieutenant received 22–25 thousand rubles. From October 1, his salary should increase to 40 thousand, the investigator Rustam Gabdulin, who leads the investigation of the “swamp business”, had a salary of about 40 thousand rubles (excluding the allowances “for high achievements”, premiums and other incentives). Now he will receive at least 60 thousand (not counting additional bonuses).

In addition, from January 1, 2014, individual employees of the UK, mainly to managers, will be paid a monthly monetary incentive in the amount of one to five official salaries. The same Gabdulin holds the post of investigator in particularly important cases under the chairman of the UK (he was appointed to this position by Decree of Vladimir Putin of August 31), and, therefore, the increase should amount to about 70 thousand rubles. Thus, the monthly income of the investigator Gabdulin will be at least 130 thousand rubles. The president remains the right, at his discretion, to establish “additional monthly monetary incentive” to individual investigators, therefore it is possible that the income of the main political investigator today will be higher.

Political reasons

According to political scientist Stanislav Belkovsky, the increase in salaries is associated with preparations for the creation of a single Investigative Committee, which will combine all investigative authorities, except for FSB detectors, which will be in charge of the affairs of espionage and state treason. “There is a moral and psychological preparation to ensure that the personnel remain in the Investigative Committee and that it becomes a stronghold of the law enforcement system,” says Belkovsky.

Political scientist Alexander Morozov believes that the decisions of the UK are part of the general trend in relation to officials: “Putin thus pays with those who participated in the organization of his victory in the presidential election. Another goal is to strengthen, in fact, the social base of the third term of Putin. ” According to Morozov, Putin creates a new political system in Russia, the leading role in which the prosecutor's office and the Investigative Committee will play.

“Putin realized that the support of the people was melting and the only thing that could protect him is police clubs and investigating authorities,” the politician Boris Nemtsov is sure. It is with this that the increase in expenses for special services and the reduction of expenses for education and healthcare are associated. “This is an absolutely thoughtful targeted policy of strengthening the police state,” says Nemtsov. - Putin gives instructions to fabricate criminal cases against the leaders of the opposition.
