These actions are related to the case of abuse of power during the privatization of Urzhum Distillery OJSC, in which Alexei Navalny, who was previously an adviser to Belykh, and the governor himself are suspected of involvement. The accused in the case is the director of the department of state property of the Kirov region, Konstantin Arzamastsev, who, according to the investigation, signed an order to privatize the controlling stake in the plant, which was owned by the region, by selling them at auction for 95.37 million rubles. The investigation claims that the value of this share was underestimated by approximately 80 million rubles.
The Investigative Committee will check oppositionist Alexei Navalny as part of the investigation into the theft case in Kirovles for involvement in the case of abuse of power brought against the former director of the department of state property of the Kirov region, Konstantin Arzamastsev. “The investigation established that in the fall of 2010, Arzamastsev, being the director of the Department of State Property of the Kirov Region, signed an order on the privatization of the regionally owned 25.5% shares of Urzhum Distillery OJSC by selling them at auction at a significantly reduced initial price of 95 million 370 thousand rubles. At the same time, the official knew that in reality the distillery enterprise is one of the most successful and profitable not only in the Kirov region, but also in Russia, and the real market value of the state share of the plant is at least 197 million rubles,” the investigators said in a statement.
“Despite this, Arzamastsev, acting on behalf of the Kirov region, concluded with the winner of the announced competition for the sale of the plant - the director of one of the private organizations in the city of Kirov - an agreement for the sale and purchase of shares of the distillery at the price established as a result of the auction in the amount of 98 million 370 thousand rubles ", the ICR clarifies.
According to the department, as a result of Arzamastsev’s actions, the regional budget received a shortfall of 98 million 630 thousand rubles.
“As part of the investigation of this criminal case, the investigation intends to check for involvement in the commission of this crime and other officials of the government of the Kirov region, including the former adviser to the governor of the Kirov region Alexei Navalny,” the website notes.
