The TFR demands to deprive the inviolability of the State Duma deputy of the unicorn Vadim Bulavinov and institute criminal proceedings against him. As reported on the website of the department, documents were sent to the Prosecutor General to make an appropriate submission to the State Duma.

According to the TFR, Bulavinov, being the mayor of Nizhny Novgorod, allowed him to abuse their official powers. As the check conducted from the regional UFSB, Bulavinov, in June 2005, issued the provision of Start-Stroy and Delta-Stroy in June 2005 for the construction of a land plot to build a trade and entertainment complex. At the same time, the mayor, in violation of the municipal legislation, allowed these firms not to pay 7% of the cost of the building to the city budget at the end of the city. In exchange for this, Bulavinov ensured that his son Eugene was included in the number of companies with a share of 22.25%.

As a result of this, the budget of Nizhny Novgorod caused damage in the amount of over 600 million rubles. This money was supposed to be spent on the resettlement of citizens from dilapidated housing, the investigation department claims.

The United Russia itself rejects the accusations against it. “This is a fully falsified business, I do not consider myself guilty,” he said to RIA Novosti. Bulavinov also said that three years ago he wrote a letter to the prosecutor general where he set out the circumstances of the case. “This is an old story, it already lasts four years,” he explained.

In 2010, a criminal case for violations during the construction of the fantastic shopping center was twice against Bulavinov, then still mayor. He was accused of illegally abandoning the share of the municipality in the project. The first case was instituted in June 2010, but soon the prosecutor's office of the Nizhny Novgorod region. In the fall, the case was excited again. The regional leadership of United Russia connected this with the expected elections of deputies of the City Duma, from among which, after the cancellation of direct elections, the mayor began to be appointed head of the city administration.

In those elections, the unicorn received the majority of places in the City Duma, but the regional governor Valery Shantsev refused to support Bulavinov’s candidacy for the mayor. As a result, he withdrew his candidacy, and in December 2010 he got to the State Duma in the place of one of the unicorns that refused the mandate. Bulavinov is part of the Committee on Housing Policy and Housing and Communal Services.
