
The government agreed on a bill that establishes a one-time payment of 100 thousand rubles to families who decided to adopt some categories of orphans. As RIA Novosti reports, Olga Golodets reported this about this. "Several measures have already been agreed, a draft law has been prepared on an increase in one -time compensation, which is paid by adoptive parents. We believe that this amount will be approved in the amount of 100 thousand rubles," said Golodets. According to her, today the one -time payment is eight thousand rubles.
Golodets added that this measure will apply to three categories: children with disabilities, brothers and sisters, as well as children over 7 years old. “We are talking, first of all, about those parents who have decided to adopt a disabled child. We also prefer two more categories. In relation to orphans who are brothers and sisters, because today this category leaves the orphanages. The next category is 7 years old and older,” the Deputy Prime Minister emphasized.
According to the apparatus of the Deputy Prime Minister, in 2012 the Russians adopted only 38 children with disabilities and a little more than 450 children over seven years old.
About 100 thousand orphans will be able to fall under this bill, emphasized in the apparatus of Deputy Prime Minister. At the same time, today there are 128 thousand children in a boarding school.
Golodets also said that the adoption of orphans will be significantly simplified. "The relief of the adoption procedure itself is a very important measure. According to the procedures, especially with regard to the bureaucracy, it will be seriously facilitated," said Golodets.
First of all, the term of temporary custody of the child will be increased. “The fact is that when relatives begin to determine who will take the child and on what conditions, the situation very often arises that the legal possibility of temporary guardianship has already ended. And the child gets into an orphaned institution, relatives have to petition for secondary temporary custody,” the Deputy Prime Minister explained.
She added that temporary guardianship will most likely be increased for a period of up to six months. In addition, the procedure for collecting documents will be very seriously simplified, and some medical certificates will also be extended. “We must learn how to really control, but at the same time trust people,” Golodets is sure.
It is assumed that in the near future a restriction on compliance with the necessary norms of the dwelling for adoptive parents will be removed. The government also proposes to return to the possibility of appealing to the court decision on adoption within 10 days (today this period is 30 days). This will not delay the process of adoption for a month, says Deputy Prime Minister.
