Deputy General Director of the Rosenergoatom concern Mikhail Bakanov: the project of power unit No. 4 of the Beloyarsk NPP complies with Russian and international safety and reliability requirements

On January 31, 2013, public discussions in the form of a round table were held in the city of Zarechny, Sverdlovsk Region based on the materials for the justification of the license (say) for the operation of power unit No. 4 with the BN-800 reactor of the Beloyarsk NPP.

We are completing public discussions of materials for the justification of the license (they say). And one of the final events is a round table that we held with the participation of the public and experts on January 31, 2013.

The materials of the license substantiation were made in accordance with the requirements of the Federal Service for Ecological, Technological and Atomic Supervision of October 10, 2007 N 688 “On approval of methodological recommendations for the preparation of the materials of the justification for the implementation of the license for the implementation of activities in the field of atomic energy use”. And now they say they will be presented for a state environmental examination to obtain a license to carry out the operation of the power unit.

At the end of 2012, public hearings were held in the city of Zarechny based on materials for assessing the impact on the environment (EIA) of energy unit No. 4. What's new contained in saying compared to EIA?

The main part of it is the EIA. Some sections have been added or highlighted, for example, information on the receipt by a legal entity of positive conclusions and approval of federal supervision bodies and control on the materials for the substantiation of licenses for the implementation of activities in the field of use of atomic energy in the manner prescribed by the legislation of the Russian Federation; Information on the participation of the public in making decisions relating to the licensed type of activity in the field of atomic energy.

In the main thing, in the assessment of the environmental danger of the power unit for the environment, the conclusions of the EIA and they say completely coincide.

The power unit project No. 4 (BN-800) of the Beloyarsk NPP complies with Russian and international safety and reliability requirements. General Projector of Energy Sloven No. 4 of the Beloyarsk NPP (St. Petersburg Institute of Atomenerg Project), General Designer of the BB-800 RASTENTRONS (Experimental Design Bureau named after Afrikantov) and the General Construction Controller (Uralenergostroy Management Company) have successful experience in creating energy unit No. 3 of Beloyarskaya Beloyarskaya NPP with a fast neutron reactor BN-600, which is already reliably and safely operated by the fourth decade, starting in April 1980. Energy block No. 4 (BN-800) of the Beloyarsk nuclear power plant is called upon to provide the region not only with electricity, but also to solve the strategic problem of Rosatom-the development of elements of a closed nuclear fuel cycle to the transition of the Russian nuclear industry to the new technological platform based on more powerful reactors of this type. This will minimize the amount of radioactive waste, to involve the isotope of natural uranium unused production in the useful production cycle and provide the atomic energy of our country with fuel for a long perspective due to its reproduction.
