Garbage in the heads and in reality

The authorities of the Moscow Region want to build 16 garbage plants in the region. The goal seems to be noble - the fight against illegal landfills. However, as a result, an even more terrible blow will be inflicted on the ecology of the region

Today the suburbs was in the garbage ring. Moreover, most often experts, when it comes to the critical situation that has developed in the region, leads as an example of the Lyubertsy district, the city of Zheleznodorozhny and Balashikha. It was in the east and southeast of the region that vast garbage dumps not only surrounded settlements, but also “treacherously” entered them.

The “guides” of the author in the vicinity of the railway became entrepreneurs Radislav Fateev and Georgy Udaltsov. You can’t frighten both of them. Fateev was burned by him the center of Orthodox culture, and there were already three assassination attempts on Udaltsov, a former helicopter-Blackiel, and there were several hundred ships with the city administration behind his shoulders. We met on the road from Lyubertsy towards Zheleznodorozhny. We are going. The whole horizon is a huge ship of the Lyubertsy landfill with a slightly noticeable captain-excavator at the top of Kruchi. Impressive - photograph. But the similar landscape then turned out to be in Kuchin - the microdistrict inside the railway. And here is the ship-mountain and thousands of river gulls in the air. But in Kuchin, the frighteningly small distance to the river of the infantry-only 300 meters struck and introduced themselves, as in a terrible fairy tale, millions of broken mercury lamps spitting a continuous deadly stream spitting to the water. But this is the Moscow River basin. Yes, and mercury, albeit evil, but not the only one.

We drove to Zheleznodorozhny. A fairly clean town with the line of empty robots-stages advancing on the once-free historical groves. We stop at the end of the city district of Savvino. Further, through the Black River and a series of lakes - another region of the Moscow Region. On the map, the width of the water surface in this place is 300 meters. In fact, several dozen. The same landfills squeezed the water on both sides. Garbage heaps, slightly sprinkled with earth, are washed with water, lazily flowing to the Moscow River. The reinforcement sticks out, tires are lying. Like skeletons for camouflage nets - skeletons of several pavilions. We come closer - and it becomes clear that the lakes were covered with construction garbage, and the land was taken right there, from pits. Well, do not stop multi -storey projects. And in order to save, they found a working consensus between the administrations of neighboring areas. Well, why spoil the future bulk islands with dryness and reeds? But now - almost oak!

A little further along the road, the village of Dyatlovka, the next announcement of the intake of garbage: "delivery of solid waste (solid household waste)." The process of “delivery”, of course, is not free: the tariff is 120 rubles per cubic meter, 2400-3000 rubles per car, and a day of them - several hundred, because the landfill is next to Moscow. Total - $ 20-30 thousand per day, more than $ 10 million net profit per year. One is bad luck - the landfill is illegal, like an announcement about it. After all, this is a little at a distance, on the other side of the road, they had to build a high -tech waste processing plant, even allocated the territory, but did not have time, all the allocated funds were plundered. But now someone famously cuts the coupons on a self-packing landfill. But here is a specially protected historical zone - “Pheninov Stan”, the burial of the Vyatichi and the victims of the Stalinist repressions. And all this is continuously covered with a multi -meter layer of solid waste.

The most interesting began when they moved on. The forest road between the villages of New Miletus and Poltevo. On the right, guides explain, in the forest - the mounds of Vyatichi. On the left is a rickety metal fence and a small trailer. There is no fence in the forest, so I pass in deep by 100 meters, and only then the picture is completely loomed. A huge moat is a few tens of meters deep, about 100 wide, wriggling, goes into the depths of the forest. The part that is closer to the road is already covered with garbage and slightly thrown by earth. Below - several water layers that have yet to dissolve waste in itself. The guides explained: the legalization of cutting up the site is a trifling matter. Drinking into the details of the process, I understand that this would not have occurred to even the great combinator who honored the Criminal Code. To begin with, it is enough to hang a bait for a bark beetle with pheromones in the forest. Having destroyed part of the forest with the “biological method”, persons “admitted to the table” offer the administrations in advance agreed and receive the right to reclamation from it. That is, on any actions, including cutting sand with its uncontrolled sale and subsequent filling of the trench with garbage. How many hundred meters will the equipment will pass deep and forest - they no longer think, there is sand - the excavator works. Then the garbage is poured, the earth from the nearest construction and the nearest Christmas trees sticks ... It’s time to another object where you can do without breeding bark beets at all.

The president is far away

We drive into the village of Poltevo. A historical place associated with the origin of the Apraxins. And also - a zone specially protected by the state. On the left is a park where many relict trees are already numbered - a special order of the presidential envoy. But, apparently, both the plenipotentiary and the president himself for local officials are very high and far away - a huge quarry has been dug up close to the park, cutting out the aquifers. True, the quarry did not have time to fall asleep with garbage - the protests of the population were too friendly. Therefore, the "fishing" went into the forests. Nearby, of course. And then they announced the construction of a fire pond: and more benefits - begin with the sale of wood, and looks noble. The work boils day and night: hundreds of cars go loaded in both directions: there - garbage, back - sand. And everything is almost legal. Except that highly toxic waste is carried by tens of kilometers! Well, who will sort garbage if the score goes for minutes and dollars?

Deadly "parks"

Throughout the world, “garbage business” is often the patrimony of crime, which saves on technology. Therefore, it was difficult to not inspire when he heard from the former governor of the Moscow Region Sergei Shoigu about the state’s intention to “intervene in the process” and build as many as 16 garbage processing complexes in the region. Moreover, “Competitions for the construction of technology parks-garbage processing complexes in the framework of public-private partnerships” (a quote from the “Program of the Moscow Region” adopted by Shoigu, which no one has refused so far)-it is planned to be carried out in 2013. First of all, I thought: this is where we will catch up with the United States in the competition for China markets. Indeed, for example, only from the state of New York of $ 2.4 billion exports to the Middle Kingdom, almost a third falls on recyclables, from Georgia-a little less than 15 %, from California-by $ 2.1 billion. These are dozens, hundreds of ocean vessels with sorted waste. So, this is profitable, since it pays off both the costs of sorting and distant transportation.

But the fact of the matter is that, having called the landfill the “technopark”, the problems cannot be solved. Because the elimination of garbage is the final stage, when even modern technology, paradoxically, is already much solved. It can play a role only if all the rules are observed in the previous stages - when sorting and processing household waste, when garbage is sorted separately at the very early stage, apartment or office: here is paper, here is plastic, here is glass, etc. And when all this is an element of strict state policy. In Russia, they decided to restore the order from the end. As a result, despite all the assurances and promises of the authorities, in addition to illegal landfills, the society will receive a large -scale burning of garbage (whether - 16 factories!) Powerful emissions into the near Moscow, a deadly carcinogen - dioxin. According to foreign studies, the probability of a disease only lung cancer in territories adjacent to garbage plants (MSZ) increases by almost seven times! When burning only three to four tons of garbage, about a ton of highly toxic slag forms. Dypery traces of the exposure of the MSZ are found 30 km from them. Moreover, it should be borne in mind that all this statistics were conducted in European countries, where neat sorting of waste before burning has already become the norm. What these 16 plants in Russian conditions turn out for people and nature is even scary to think.
