Federal Law No. 157-FZ dated 02.10.2012 introduced amendments into the main legislative act regulating elections in Russia - the Federal Law “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation”, according to which precinct election commissions (PECs) ), previously formed separately for each election, will operate on an ongoing basis and be formed for a period of 5 years (until 2018).
In total, more than 95 thousand polling stations should be established in the country in the near future and the composition of the precinct election commissions of these stations should be formed (the number of members of each commission depends on the number of voters in the precinct and can be from 3 to 16, the majority of PECs are formed in the number of 7 -12 people).
A voting member of an election commission has much greater powers than a party-appointed advisory member or observer . A voting member of a PEC is a person who participates in decision-making by the PEC (including voting for the decision to tabulate the voting results at a polling station and signing the protocol on the voting results) . As you know, the bulk of election fraud occurs at the level of precinct election commissions, therefore, in order to prevent it, it is very important that conscientious and responsible citizens of our country become voting members of the PECs.
