The return of the teacher Shmakov was triumphal. The mayor of Kazan Ilsur Metshin went to Finland to study foreign experience. During the tour of one of the leading schools, he was asked if he wanted to get to know the best teacher. And then his fellow countryman Pavel Shmakov came out to meet the mayor-a youthful energetic man with an almost invisible gray hair in dark brown hair, split, charming, self-confident. “The first thought was to return it by any means, because we need such leaders. People who are talented, love children, creative ... And this is a very good sign that the intelligentsia is returning to Russia, ”Metshin said later.
The mayor invited Shmakov to head the Lyceum at Kazan University. In 2010, the Lyceum received the status of an educational institution for children with outstanding abilities - starting from the sixth grade on a competitive basis, they accept the most talented students.
Friends were delighted with Shmakov’s return, but they discouraged the idea to lead the Lyceum. “We did not feel that Pavel Anatolyevich would fall into a favorable atmosphere,” the poet Ayrat Bulatov, a graduate of the deceased academic college, explained thoroughly choosing the words thoroughly choosing the words. But Shmakov, as they say, wound up and plunged into a new business: he opened year -round courses, any Kazan schoolboy could sign up for them - the most talented were then accepted in the lyceum. He introduced the collegial administration system - the lyceum is led by a council of twelve teachers. The mathematician, for example, is responsible for the informatization and equipment of the lyceum with all sorts of gadgets, and the historian organizes scientific conferences. He revived the council of counselors - he called young enthusiasts so that they would mess with the children and help them. He rebuilt the English language teaching system, opened an intellectual club and a circle of “space intelligence”.
Problems began when Shmakov began to embody his main dream - to open a boarding school for gifted children from the regions at school.

The first bell in Shmakov’s office sounded more than a year ago, before the start of the second academic half -year. “I am from the leadership of Rospotrebnadzor in Kazan. I want my child to study with you, ”the director of the lyceum from the telephone tube was not even a request - it sounded like an indication.
“For a year and a half of my work, about 80 calls from different officials were received. There are several instances in the city, at the request of which children were usually accepted. They just call and offer in absentia, without even showing the child, to take him to the lyceum. They treated the fire inspection, from the labor inspectorate, from Rosobrnadzor, from the tax inspectorate, even the head of the furniture plant called. From different bodies of the prosecutor’s office, and the district and city, there were five or six calls, ”says Shmakov. The director invited students to an interview, but only really capable of the Lyceum. So almost the main people of the city were in his enemies.
Pavel Anatolyevich demonstrates a magazine that has been received from the previous director with the names of the students, who at one time were taken outside the competition, that is, according to the blat. Opposite surnames are parents' business cards. So Shmakov found out that out of 570 students, approximately 240 were enrolled in the lists. The parents of some guys in return made a “voluntary contribution” for the needs of the lyceum: according to the prosecutor's office of the republic, in 2009 the amounts of “donations” amounted to from 20 thousand to 90 thousand rubles. Under the boarding school, one of the buildings of the lyceum, located in the historical building of the first female Mariinsky gymnasium Kazan, was prepared. Re -equipment ended last fall, but the building has not yet been put into operation. Shmakov says that experts of Rospotrebnadzor find fault with the little things: they demanded to change the dilapidated fence next to the building, then they saw an unstressed old stump, then noticed a large number of uncleaned leaves in the yard. The Rospotrebnadzor claims that the director does not do what is supposed to. “Our specialist only advised to eliminate violations. The Lyceum was supposed to contact any accredited laboratory in order to get a sanitary and epidemiological conclusion and go to Rospotrebnadzor with him. This is the procedure established by law. Let him take a step towards at least. And minor violations can be discussed, ”the chief expert expert of the Department of Supervision of the Supervision of the Republic of Tatarstan Elvira Mirolyubova explained to The New Times. Shmakov, whom the Jesuit bureaucratic system has exhausted and the meaning of which he does not understand, claims that he asked to make a guarantee letter from the city hall and open the boarding school on the condition that in a month all violations will liquidate when the education department allocates funds for this. But then the question arose of how much money it would be required, because new requirements can be presented endlessly: “Each time they ask for something that they did not ask before.” In short, Shmakov got into the bureaucratic millstone.
Help for a parrot
The director of the lyceum arose even more serious problems with the city prosecutor's office.
In March last year, in two weeks, they came from the prosecutor's office with five checks. Revealed the lack of veterinary certificate on the parrot in a living corner and the overcrowding of classes. “A lot of violations of all federal laws and primarily the Federal Law“ On Education ”. Children suffer from prosecutorial inspections. “Most of all they find fault with the schedule. The schedule was crushed: it was necessary to prepare not for three subjects every day, but for seven, ”says the eleventh grader Nail Akhatov, the winner of the Republican Physics Olympiad.
The mayor’s administration confirmed that the prosecutor’s office (however, as in the rest of the departments) has “hot heads” who want Pavel Shmakov to dismiss. “But we are not going to this yet,” the source in the administration said.

The mayor of Kazan, from participating in the fate of Shmakov, was eliminated. “All conditions for Paul were created and are still created. On my conscience, those children from the Tatar province who believed me entered the lyceum and came to live in a boarding school. ”
But while there is a “wedding”, most of these students, without waiting for the opening of the boarding school, went home. There were five in Kazan. A 10th grade student Arina Alexandrova from Naberezhnye Chelnov has been living with relatives for six months: “I want to learn here for at least a year. It will be very unpleasant to return home with nothing. I'm not sure that the gymnasium from which I transferred here will take me back. For six months I have been living with hope. To study in this lyceum and live in Kazan is my dream. ”
