Migration patrol was formed in Moscow

The Moscow government adopted an order on the formation of a specialized national squad to assist the Federal Migration Service, Interfax reports. The draft document was presented at the meeting by the head of the regional security department, Alexei Mayorov. He clarified that the main goal of creating a migration patrol is to assist in compliance with migration legislation in the capital and the "procedure for using labor migrants."

Employees of the squads, Mayorov explained, will be able to participate in joint raids with the FMS, patrol the territories of the city in places of probable location of violators of migration legislation and detain them to deliver to law enforcement agencies. He also said that the Moscow Government was introducing an additional position "Chief of Staff of the Specialized People's Divine to assist the FMS in Moscow."

On February 7, 107 foreign citizens were detained in Moscow, who lived with violations of migration legislation in two partially evicted houses on Istrinskaya Street. All detainees worked as janitors in housing and communal organizations. FMS raids against illegal migrants are carried out regularly, the number of detainees each time is dozens of people.

In January, President Vladimir Putin introduced a bill to the State Duma, introducing criminal liability for violation of the register of registration at the place of residence and at the place of stay. The bill is aimed at combating the so -called "rubber houses", in which thousands of people are fictitiously registered. In 2011 alone, more than 6,400 addresses were recorded, in which almost 300 thousand citizens were registered.

On January 23, 2012, the prime minister, who then held the post of Prime Minister, published a pre-election article on nationalism. In it, he stated that the rules for registering migrants in Russia should be tightened, and criminal liability should be introduced for violation of migration norms.

A few days later, Putin ordered to introduce criminal liability for citizens who settle migrants in basements and apartments. He also ordered to ban the entrance to Russia for five to ten years to migrants who were expelled from Russia for violation of migration legislation. Putin also proposed to introduce criminal liability for entrepreneurs who hire illegal migrants, and also organizes overnight stays and "rubber apartments" in which there are a lot of visitors.

In February 2012, the head of the Federal Migration Service Konstantin Romodanovsky said that it was necessary to solve the problem of "rubber apartments" when "is prescribed two meters of 200 people and the migration service, other structures cannot do anything about this today." The head of the FMS explained that the ban on restriction on the number of registered in the apartment is contained in the appropriate clarification of the Constitutional Court.

In August, special forces were created at the Moscow criminal wanted list to combat illegal migration. According to the press service of the department, the corresponding order was signed by the head of the Main Directorate of the Ministry of Internal Affairs in Moscow Anatoly Yakunin. Specialized departments will work both in the city threat and at the district level as part of operational-search structures. The total number of police officers involved in this direction will be 71 people.
