"Ineffective" FEHGU found a rector

The media report that Deputy Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Alexander Levinthal has become the new rector of the Far Eastern State Humanitarian University.

The introduction of the new rector of a large Khabarovsk university will take place on Monday, February 18, and Levinthal will begin his new duties on Tuesday.

Alexander Levinthal will replace Mikhail Kostenko as rector of Far Eastern State Humanitarian University. The latter, as is expected in the world of officials, resigned “of his own free will” after an inspection by the Ministry of Education and Science of the Russian Federation revealed signs of inefficiency in the activities of the university, reports RG.

However, AmurMedia news agency reported that Mikhail Ivanovich Kostenko was summoned to Moscow, where the Ministry of Education of the Russian Federation accepted his resignation. At the forum of students and teachers of Far Eastern State Humanitarian University, Mikhail Kostenko announced that he had voluntarily resigned based on the results of monitoring universities.

On the forum of the FEGGU website Kostenko M.I. wrote the following:

1. I voluntarily resigned based on the results of monitoring universities.

2. The program for the reorganization of the university was taken into account by the Ministry of Defense of the Russian Federation.

3. Before October 2013, the university must provide a program for reforming the university into a pedagogical one.

Earlier, the Minister of Education and Science of the Khabarovsk Territory, Andrei Bazilevsky, complained about the ineffective management of universities that were included in the list of ineffective ones.

“The status of inefficiency is a serious blow to its reputation. However, there are a number of reasons why the university found itself in this situation, including the management of universities,” he said after DVGGU, DVSMU, KhSIIK and the Khabarovsk branch were included in the list of ineffective educational institutions Russian Academy of Justice,” wrote Kommersant.

Apparently, the energetic and omnipresent Minister Khabkrai Bazilevsky has not yet had the chance to show in practice how to raise the “ineffective” universities of his effective ministry. For some reason, the deputy presidential envoy for the Far Eastern Federal District, Levinthal, who is also a Doctor of Economic Sciences and “Honored Economist of Russia,” took the place of the rector.

Really, what is the point of all these changes in Bazilevsky’s department?!

Many residents of Khabarovsk continue to call the “Far Eastern State Humanitarian University” in the old fashioned way “pedagogical institute” or “pedagogical institute”. This institute appeared back in 1934. In 1994, by decision of the Ministry of Education of the Russian Federation, the pedagogical institute was transformed into a pedagogical university. And in 2005 - to a state educational institution of higher professional education.

Although, the Khabarovsk “Pedagogical Institute”, which represents several educational buildings that are constantly being repaired, is quite far from this high title of “university”.

It is reported that the university has more than 4,400 full-time students and about 3,200 part-time students. There are 575 teachers working at 44 departments, of which 54 are doctors of science and 250 candidates of science.

Alexander Levinthal has been Deputy Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District since March 2009.

According to media reports, some teachers at Far Eastern State Humanitarian University expressed concern that with the arrival of the new rector, drastic changes in the structure of the university would follow. Innovations may affect both the leadership of the university and some deans.
