
Russian Prime Minister Dmitry Medvedev instructed to develop a procedure for placing thesis graduates of universities and dissertations on the Internet to check for plagiarism. The corresponding document is posted on the government website on Monday, February 18.
The plan will be developed jointly by the Ministry of Education and Science, the Ministry of Economic Development and the Minister of Open Government Mikhail Abyzov. Medvedev will report on the results of the work until March 31.
Earlier, the chairman of the highest certification commission (Higher Attestation Commission) Vladimir Filippov proposed to post the texts of dissertations on the Internet for discussion.
Filippov explained that the Higher School plans to post candidate dissertations on a special forum for at least a month, and doctorals - three months before protection. The highest certification commission also plans to return to the ten -year period of limitations for the redevelopment of the good faith of scientific works. Until now, the test period is three years.
Recall, on February 15, the Presidium VAK deprived the degrees of 11 defendants in the scandal with dissertations. All these people defended themselves in the dissertation council at the MPSU. The candidate of historical sciences, director of the specialized educational and scientific center named after Kolmogorov, Andrei Andriyanov, also lost its degree, from which the campaign began to identify unscrupulous scientific works.
After the scandal of his post, the head of the Higher Attestation Commission Felix Shamkhalov lost. His place was taken by the rector of the Russian University of Friendship of Peoples, Vladimir Filippov, who promised a large -scale campaign to double -check the dissertations and deprivation of academic degrees.
