The acting president of Dagestan began his communication with the participants of the Makhachkala-Moscow teleconference with the fact that only he, the president-philosopher, will be involved in politics in Dagestan.
I am not a philosopher, but as a person involved in civic education, I want to remind you that politics is (ancient Greek πολιτική “state activity”, from Greek πόλις “city, state”) participation in community affairs, self-organization in the polis . Polis has become the concept of "city", and we are now talking about civil activity or civil society. Those who were not involved in public life and politics were called idiots by the Greeks. (An idiot (ancient Greek term) is a person who lives in isolation from public life, who does not participate in the general meeting of citizens of the polis and other forms of state and public democratic governance. I quote from Wikipedia.)
So neither I nor many of my comrades want to be idiots. Therefore, we believe that we and the entire Dagestani people must and will engage in politics, develop civil society, we have been treated like idiots for too long.
Ramazan Gadzhimuradovich can be treated differently, especially his statements.
For example, I personally cannot help but support his position that if only law enforcement agencies are given control of law and order, then we will not have order.
Or, for example, his position on the development of sports in the village.
But a number of statements are more like beautiful calls that have nothing to do with reality.
Abdulatipov’s logic in relation to young personnel is especially striking:
— we need young personnel;
— Dagestan has not trained young personnel for 20 years;
— all the young people were managers of LLCs and JSCs, with no experience in the civil service;
- I cannot appoint a head of department if he was not the head of a department;
— I have questions for the ministers, but so far there is no one to replace them;
— every day in the corridor I am met by the ministers I appointed with the question in their eyes “will they take the money or not”;
— starting next week we are announcing a competition for deputy ministers.
Accordingly, the question is: if you think that there is no personnel training system, and you will not hire a person from business, and you appoint people whom you yourself do not trust and consider bribe takers, WHAT SELF-RESPECTING PERSON WOULD GO TO SEEK A PLACE TO SERVE THE BRIBE-TAKER YOU APPOINTED? Probably only the same people who work in the same environment that you set out to change. This means you won't succeed.
And young people will think that all this, as they say, is “a corpse and skillful wiring.”
Bitter irony was caused today by the proposal to hire, instead of the chairman of the Committee on Youth Affairs, a young, pretty deputy from Moscow, who showed her full level of knowledge of the problems of Dagestan with her proposal to the acting deputy to solve problems with 3G and Wi-fi networks. This beauty is not aware that we are leaders in mobile Internet consumption, that in the morning during the terrorist attack in Khasavyurt 4 police officers were killed. The acting specialist offered a good salary and an apartment.
Is this the personnel policy? Yes, of course, Kakhrimanov Zaur has great shortcomings, one of which is the complete absence of female legs and a pretty female face, but it seems to me that he knows much more than this beautiful young lady.
Republic from lat. res publica, "common cause." The problems of Dagestan are our common cause. And it is possible to remove residents from them and from politics, but I do not recommend it.
Despite the fact that I criticize Abdulatipov, either because of his age or because of experience, I want to say that in our time there are no ideal leaders. The times of the righteous are over. However, the people are ready to forgive many sins and mistakes of the leadership if they do not outweigh everything that the ruler has done positive for the people. Therefore, it is too early to give a final assessment to Abdulatipov.
