But a number of statements are more like beautiful calls that have nothing to do with reality.

Abdulatipov’s logic in relation to young personnel is especially striking:

— we need young personnel;
— Dagestan has not trained young personnel for 20 years;
— all the young people were managers of LLCs and JSCs, with no experience in the civil service;
- I cannot appoint a head of department if he was not the head of a department;
— I have questions for the ministers, but so far there is no one to replace them;
— every day in the corridor I am met by the ministers I appointed with the question in their eyes “will they take the money or not”;
— starting next week we are announcing a competition for deputy ministers.

Accordingly, the question is: if you think that there is no personnel training system, and you will not hire a person from business, and you appoint people whom you yourself do not trust and consider bribe takers, WHAT SELF-RESPECTING PERSON WOULD GO TO SEEK A PLACE TO SERVE THE BRIBE-TAKER YOU APPOINTED? Probably only the same people who work in the same environment that you set out to change. This means you won't succeed.

And young people will think that all this, as they say, is “a corpse and skillful wiring.”

Despite the fact that I criticize Abdulatipov, either because of his age or because of experience, I want to say that in our time there are no ideal leaders. The times of the righteous are over. However, the people are ready to forgive many sins and mistakes of the leadership if they do not outweigh everything that the ruler has done positive for the people. Therefore, it is too early to give a final assessment to Abdulatipov.
