Funny, today on February 19 - or exactly five months have passed since the first post dated October 19, 2012. From the moment of forecast to the start of the proclaimed “repressions” against officials, five months a day passed.
Prerequisites and consequences of "repression"
The prerequisites are simple - S.G. Mitin will get rid of first of all not from those officials who work poorly - but from those who could not (or did not want) to provide proper support during the governor's elections. First of all, the “repression” will affect the heads of municipalities - the cleaning of the “disloyal” according to Mitin officials is coming.
Now about the consequences. I’ll start with the allegory: there is such a card game - in the common people it is called “toilet”. On the table, playing cards are scattered in chaotic order, a house of cards are placed on top.
Participants in the game take turns pulling out cards - the task is not to collapse the house of cards standing on a flipper pedestal. Whoever ruffles the house - he lost.
In the case of a local Novgorod policy, the region and fetish of Putin’s policy act as a card house - stability. As a result, S.G. Mitin will solve the problem of “loyalty” - it does not matter, real or far -fetched to himself. Feelraughting officials will lose their positions, potentially more loyal will be put in their place.
How will this affect the region? No. At least not for the better. The problem of Novgorod in the absence of a personnel reserve. There is no personnel reserve because social elevators are broken. Consciously.
Such a selection of personnel gives professionals, they are independent and require an appropriate relationship.
And Mitin is more convenient to work with courtiers.
People are really capable or occupy the current positions - therefore, reassigning them to another position will fundamentally decide anything, or have long left for Moscow and build their careers there.
Therefore, the governor is forced not to engage in the development of the region, but by shuffling his personnel deck, placing “loyal” officials and thinking about who would replace those in whose “loyalty” he had doubts with the least losses.
By the way, showdowns with chapters is also an attempt to depict the result that Moscow requires. But the power system created in the region is not capable of a real result. The heads of municipalities completely repelled the craving for the initiative, independence, creative, since for the time being, these qualities were not in demand ...
