Shuvalov criticized the development program of the Far East

First Deputy Prime Minister Igor Shuvalov criticized the draft state program "Socio-economic development of the Far East and the Baikal region for the period until 2025", represented by the Ministry of Health. This was reported by Vedomosti with reference to the meeting participant with the Deputy Prime Minister. The document, officially not yet submitted to the government, was sent for revision.

“It seems that all Wishlist was collected without any analysis,” the official told the publication. He called the amount of 5.7 trillion rubles, which was requested by the ministry, he called it inadequate, noting that it was 10 times more than provided for by the current plan. In addition, the interlocutor of the newspaper does not exclude that real expenses may be even higher, since the program does not include the costs of reconstruction of BAM and the Trans-Siberian Railway, which he estimates at 1.5-2 trillion.

In addition to financial issues in the program, legal ones are considered. The Ministry of Health Recruits recommends adopting a law on the socio-economic development of Transbaikalia and the Far East. The authors of the program propose to change the procedure for concluding state contracts in these regions, as well as simplify the regulation of urban planning and state examination in territorial clusters and special economic zones, as was done in relation to the objects of the APEC summit in Vladivostok.

In addition, the Ministry of Economics of the Crane insists on the expansion of the rights of subsoil users of the region. In particular, it is proposed to issue licenses for reconnaissance and extraction of minerals without competitions. The agency also considers it advisable to provide raw materials for preferences on the mining of minerals, and the local gas suppliers are completely exempted from this tax.

At the expense of the above, the Ministry of Health of the Ministry of Health involves solving the main problem of the Far East and Transbaikalia - a catastrophic outflow of the population. According to the ministry, from 1989 to 2012 the number of residents of the region decreased by almost 21%. This is due to poverty - a local resident spends 30 percent less than an average Russian. Poverty is due to the economic lag of the Far Eastern Federal District, which occupies the last place in Russia in a number of parameters, including the cost of fixed assets, the production of manufacturing industry, the volume of electricity, gas and water, and housing. Meanwhile, the fall of the number of residents makes the Far East vulnerable from a geopolitical point of view, the project is noted.

Officials of the ministry considered another serious problem to be advanced to the increase in the cost of services and transport tariffs. In such conditions, the intensity of the movement of residents has sharply fell, it is noted in the project. On the other hand, tariffs for the transportation of goods are growing faster than other production costs. The share of transport costs in the gross regional product of the region is twice as high as the national average. This leads to the emergence of a mass of unprofitable enterprises.

The Ministry of Development of the Far East was formed in May 2012. He is headed by the presidential envoy to the Far Eastern Federal District Viktor Ishaev.
