Penalties for traffic violations may increase from July 1

United Russia has submitted a bill to the State Duma that would tighten liability for drivers and pedestrians for almost all traffic violations. The document contains all the legislative initiatives that were previously proposed by the Duma factions and the traffic police. The deputies, in particular, want to return the points system that was in effect in the USSR, with a fine of 3 thousand rubles for talking on the phone while driving, and 50 thousand rubles for drunk driving.

Yesterday, the first deputy chairman of the State Construction Committee, Vyacheslav Lysakov (United Russia), introduced to parliament a 20-page package of amendments to the Code of Administrative Offenses to increase liability for drivers who violate traffic rules. The last time the code was regulated on this scale was in 2007, after which road accidents began to decline. After 5 years, the number of road accidents remains at a high level (28 thousand deaths per year), and the authorities want to use a proven method to combat accidents again. Parliamentarians tried to adopt many of the amendments proposed this time five years ago, but then they did not pass due to opposition from the Duma opposition.

First of all, deputies intend to fight malicious violators. For this purpose, the so-called point system of fines that was in force in the USSR is being returned. It works like this: when violating traffic rules, the driver pays a fine, and he is awarded a certain number of points at the rate of one point for a hundred-ruble fine. If a motorist gains 200 points in a year, he will be deprived of his license for a year. As Mr. Lysakov told Kommersant, fines will be assessed only for the most dangerous violations: driving into the oncoming lane, running a red light, speeding by more than 60 km/h.

New articles will also appear that impose strict sanctions for repeated violations (which occurred within a year from the date of payment of the previous fine). For example, if the driver once again exceeded the speed by 60 km/h, he will be fined 10 thousand rubles. If you run a red light again, you will have to pay a fine of 5 thousand rubles. or lose your rights. Thus, based on the point system, in order to remain without a license, you will need, for example, to run a red light 5 times in a year or maliciously exceed the speed limit 3 times.

Another innovation is an improved system of penalties for speeding. Now fines are established for each speed range: 10-20 km/h, 20-40 km/h, 40-60 km/h and over 60 km/h. Mr. Lysakov proposes to fine drivers for speeding only starting from 20 km/h: “anything less is within the limits of instrument errors.” At the same time, a new offense is introduced: for exceeding the speed limit by more than 80 km/h (for example, when driving 140 km/h within the city) you will have to pay a fine of 5 thousand rubles. or be left without rights.

For all other articles, fines will also be increased. For example, the sanction for talking on the phone while driving will be 3 thousand rubles (10 times more than now), for driving without a license - 5-15 thousand rubles (2-6 times more than now). In general, the minimum possible fine will increase from 100 to 500 rubles. This amount will have to be paid, for example, for reversing in a tunnel, changing lanes without turning on the turn signal, and for other violations. Pedestrians and other road users who do not comply with traffic rules will suffer a more severe punishment: the fine for them will increase from 200 to 500 rubles. For driving a moped or bicycle while intoxicated, the sanction will be 800 rubles. instead of 200 rub.

And finally, the latest innovation is the ability to apply several types of punishments to drivers at once. According to the current Code of Administrative Offenses, a fine and deprivation of rights cannot be used simultaneously. Judges will have this opportunity to punish drunk drivers more harshly: according to the new Code of Administrative Offences, they will lose their rights and pay a fine of 50 thousand rubles.

The bill submitted to parliament was developed with the participation of the traffic police and all Duma factions. His further fate depends on the position of the Russian government. Relations between officials and Mr. Lysakov are not easy: for the last year, the deputy has been engaged in an active debate with the government about the minimum level of alcohol in the blood, but he has not been able to achieve the return of this standard.
